The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, and has approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence.
The primary purpose of this position is to provide the essential interface between Programmers and Analysts of DHHS IT, Divisional Clients, County Offices, Office of Information Technology Services (ITS) Information Technology Division, State and Federal Agencies, DHHS IT Printing Operations Unit. This position is responsible for ensuring that all of the 900 plus jobs run monthly are executed timely and if not, all appropriate parties are informed immediately. This includes, but is not limited to, utilizing ZEKE to create new event master records, work centers, date calculations, variables, and when condition parameters for reach of these jobs. This employee is also responsible for any changes or additions to each of these ZEKE entries.
This position should have thorough knowledge of the capabilities and limitations of mainframe computers and related equipment. A thorough and detailed knowledge of the following are required: MVS JCL, TSO, ZEKE, ZEBB, NCXPTR, CONNECT:DIRECT, JES2, AUTOPAGE and batch job scheduling concepts. In addition, knowledge of CICS and an understanding of correct corresponding databases and procedures is required. Knowledge of TMS (automated MVS tape management software) also is required. This person must be able to establish appropriate priorities in a dynamic environment with competing deadlines. This employee must know the procedures in cataloging and uncataloging data sets as well as how to initiate and independently carry out problem resolution procedures to restart computer jobs. The ability to assist and coordinate work with Computer Systems Analysts, Programmers and Clients, manage a data collection, analysis and reporting system for many departments and the ability to train, direct and coordinate work with peers is required. Also, this position needs skills in uploading and downloading files to and from the mainframe. This position must be able to design batch scheduling interfaces and code computer utility parameters to calculate dates and produce reports as needed. This position must also have excellent interpersonal and negotiation skills to reconcile the needs of a diverse number of clients, staff and other support units.
Salary Grade Range: $56,772.00 - $85,159.00
Recruitment Range: $56,772.00 - $60,771.00
