    Optometrist

    North Carolina Army National Guard (NCARNG)

    This Position Is Contingent Upon Contract Award

    Work Locations

    Primary duty locations include the Medical Readiness Detachment at Simmons Army Airfield in Fayetteville, North Carolina, and the 449th Combat Aviation Brigade Headquarters in Morrisville, North Carolina. Special medical readiness events may also be held at alternate locations throughout North Carolina.

    • Type of Employment: Part-Time Contractor Position with W-2 employment through Fidelity Partners.
    • Level of Effort: Approximately 16 hours per month / 192 hours per 12-month contract year.
    • Estimated Compensation: $80.00 per hour, based on local market research for Fayetteville and the Morrisville/Raleigh area.
    • Work Schedule: Normally 8:00 AM–5:00 PM on Saturday and/or Sunday during NCARNG Inactive Duty Training (IDT) periods. Special readiness events may begin as early as 6:00 AM and extend as late as 8:00 PM.
    • Period of Performance: Base period September 21, 2026 through September 20, 2027, with four anticipated 12-month option periods through September 20, 2031 and a potential six-month extension of services.
    • Work Arrangement: Primarily in-person clinical work. Limited telework may be authorized by the Government for suitable administrative tasks, but eye examinations require in-person patient contact and use of clinical equipment.
    • Travel: Travel may be required between Fayetteville, Morrisville, and other authorized North Carolina medical-readiness event locations.
    • Security Requirements: No named security clearance is specified. Contractor personnel must satisfy applicable installation-access and background-investigation requirements; a Tier 1 or equivalent investigation may be required when duties require a CAC or Government system access.

    Summary of Services

    The Optometrist will provide professional optometry services in support of North Carolina Army National Guard Military Flight Physicals and Medical Readiness operations. The position supports aviation and readiness examinations for service members by performing comprehensive vision testing, refraction, prescription services, required Army and Department of Defense documentation, and associated clinical and administrative reporting.

    The Optometrist will work closely with NCARNG medical personnel to ensure examinations are completed accurately, required vision data is entered into Government systems, and service members receive appropriate spectacle prescriptions and follow-up documentation.

    Mandatory Qualifications

    • Current license to practice optometry in the State of North Carolina.
    • Must meet the examination eligibility requirements stated in the Performance Work Statement for the American Board of Preventive Medicine.
    • Familiarity with Military Aviation Medicine and aviation examination requirements.
    • Must be fully trained, licensed, certified, and otherwise qualified to perform all required optometric services.
    • Must provide required licenses and certifications before beginning performance and again when requested or upon exercise of contract options.
    • Ability to accurately complete Army and Department of Defense medical forms, clinical documentation, and required electronic data entries.
    • Perform optometric examinations supporting Military Flight Physicals and Medical Readiness requirements.
    • Conduct visual acuity testing and assess phorias, tropias, and near-point convergence.
    • Measure intraocular pressure and evaluate color vision, stereopsis/depth perception, visual fields, and night-vision history.
    • Perform refraction and determine appropriate corrective lens prescriptions.
    • Conduct corneal topography for Class 1 flight physicals when required.
    • Write and maintain spectacle and vision prescriptions in accordance with applicable military requirements.
    • Order spectacles through the Spectacle Request Transmission System (SRTS) or other authorized Government process.
    • Complete required Army and Department of Defense forms, including applicable eye-examination and flight-physical documentation.
    • Enter and update required vision-readiness information in MEDPROS and other authorized Government systems.
    • Maintain accurate service-member and prescription tracking information.
    • Prepare required drill, monthly, closeout, and workload reports and trackers.
    • Coordinate with NCARNG medical personnel regarding scheduling, readiness requirements, follow-up needs, and clinical documentation.
    • Provide services at alternate North Carolina locations when authorized for Physical Health Assessments, Soldier Readiness Processing, mobilization events, or other medical-readiness activities.
    • Maintain patient confidentiality and comply with all applicable Federal, DoD, Army, and NCARNG privacy, security, and clinical requirements.

    Duties and Responsibilities

    Government-Furnished Equipment and Workspace

    The Government will provide the workspace and clinical resources identified in the solicitation, including desk space, telephones, computers, office-environment items, required eye-examination forms, utilities, and NCARNG Aviation Optometric Clinic equipment. The listed clinical equipment includes a corneal topographer and is to be made available regardless of the authorized performance location.

    Compensation Note

    The attached Service Contract Act wage determinations for Cumberland/Hoke and Franklin/Wake Counties do not list an Optometrist labor category. The estimated $80.00 per hour rate is a recruiting benchmark based on local market research and is not an SCA-mandated wage rate. Final compensation is subject to contract award, candidate qualifications, and Fidelity Partners' final compensation package.
