ROLE SUMMARY

eAccounting is seeking a senior, hands-on Oracle EPM Technical Consultant to support the Defense Agencies Initiative (DAI) EPM rollout across approximately 25 DoD agencies. The consultant will design, configure, develop, integrate, test, deploy, and support Oracle EPM applications used for DoD budget formulation, spend planning, forecasting, funds management, and plan-versus-actual execution reporting.

The ideal candidate combines strong Oracle EPM Cloud technical expertise with an understanding of federal financial data and the DoD PPBE lifecycle. The role requires advanced experience with EPM Planning, Essbase, calculations, Groovy, integrations, metadata, reporting, security, migrations, and environment operations.

This is not an entry-level or training role. The selected consultant must be able to assess technical requirements, recommend scalable solutions, and contribute immediately to a complex, multi-agency implementation.

Job Responsibilities

KEY RESPONSIBILITIES

  • Design, configure, develop, and maintain Oracle EPM Cloud Planning applications supporting the DoD PPBE lifecycle.
  • Build and maintain multidimensional planning models, dimensions, hierarchies, metadata, forms, dashboards, task lists, workflows, approval units, and security.
    Develop and optimize complex calculations, allocations, validations, and business rules using Calculation Manager, Essbase, Groovy, and MDX.
  • Configure planning logic for budget formulation, annual financial plans, spend plans, funding distributions, phasing, forecasting, and plan-versus-actual comparisons.
  • Design and support data integrations between Oracle EPM and DAI/Oracle EBS.
  • Develop integrations using EPM Data Integration, Data Exchange, Data Management, REST APIs, EPM Automate, ODI, or other approved integration tools.
  • Load and reconcile Oracle EBS financial data, including budgets, commitments, obligations, expenditures, disbursements, and general-ledger actuals.
  • Develop metadata mappings and transformation logic for agency organizations, funds, appropriations, programs, projects, activities, object classes, fiscal periods, and other financial dimensions.
  • Create and maintain EPM reports, dashboards, Smart View templates, management reports, and Narrative Reporting solutions.
  • Implement validation controls, audit capabilities, error handling, logging, and reconciliation procedures to ensure data completeness and accuracy.
  • Configure and administer role-based security, user provisioning, access controls, and separation-of-duties requirements.
  • Support application snapshots, migrations, deployment packages, release management, environment refreshes, cloning, and disaster-recovery procedures.
  • Develop reusable technical components and deployment standards to support implementation across multiple DoD agencies.
  • Monitor application performance and optimize calculations, data loads, integrations, forms, reports, and Essbase queries.
  • Troubleshoot application, calculation, data, integration, metadata, reporting, security, and performance issues.
  • Coordinate issue resolution with Oracle Support, DAI teams, IBM/IntelliPoint personnel, infrastructure teams, and agency stakeholders.
  • Support system integration testing, user acceptance testing, regression testing, performance testing, and production validation.
  • Prepare technical design documents, configuration workbooks, interface specifications, deployment plans, runbooks, test scripts, and operating procedures.
  • Provide technical knowledge transfer and support to functional consultants, agency administrators, and production-support teams.

Qualifications

REQUIRED QUALIFICATIONS

  • Senior-level, hands-on experience implementing and supporting Oracle EPM Cloud Planning, PBCS, EPBCS, or comparable Hyperion Planning solutions.
  • Advanced experience with Essbase calculations, Calculation Manager, business rules, Groovy, and MDX.
  • Demonstrated experience building and maintaining EPM dimensions, metadata, forms, workflows, approval hierarchies, reports, and security.
  • Strong experience with EPM Data Integration, Data Exchange, Data Management, or Financial Data Quality Management.
  • Experience integrating Oracle EPM with Oracle EBS or another enterprise ERP system.
    Experience with REST APIs, EPM Automate, scripting, batch processing, and automated data-load processes.
  • Strong understanding of multidimensional database design, data mappings, transformation logic, and reconciliation controls.
  • Experience supporting migrations, application snapshots, environment cloning, monthly updates, regression testing, and production deployments.
  • Ability to diagnose complex technical and data issues and implement sustainable solutions.
  • Ability to work independently and become productive quickly in a complex enterprise environment.
  • Strong communication skills with technical and nontechnical stakeholders.
  • Bachelor’s degree in computer science, information systems, accounting, finance, engineering, or a related discipline, or equivalent relevant experience

 

STRONGLY PREFERRED QUALIFICATIONS

  • Prior DoD or federal agency implementation experience.
  • Experience supporting DAI or another DoD Oracle EBS environment.
  • Understanding of the DoD PPBE lifecycle, federal budget formulation, spend planning, and budget execution.
  • Familiarity with federal financial data, appropriations, funds control, USSGL, and commitment, obligation, expenditure, and disbursement reporting.
  • Experience integrating EPM with Oracle EBS General Ledger, Projects, Purchasing, Accounts Payable, or Budget Execution data.
  • Oracle Data Integrator experience.
  • Experience with Oracle Analytics Server, OBIEE, or Business Intelligence Publisher.
  • Experience with EDM/EDMCS, Account Reconciliation, Profitability and Cost Management, Narrative Reporting, or Enterprise Reporting.
  • Experience with Smart View, Management Reporting, Financial Reporting, or custom executive dashboards.
  • SQL, PL/SQL, Linux/Unix scripting, PowerShell, or Python experience.
  • Experience designing reusable solutions for multiple agencies, organizations, or business units.
  • Oracle EPM certification.
  • Active or previously held federal security clearance.

 

ENGAGEMENT EXPECTATIONS

  • Senior-level, hands-on individual contributor.
  • Expected to deliver technical solutions with limited supervision.
  • Must collaborate effectively with DAI program personnel, functional consultants, agency stakeholders, and other implementation partners.
  • Work will include application development, integrations, calculations, reporting, migrations, testing, deployment, production support, and enhancements.
  • Candidates may be asked to demonstrate relevant technical experience or provide examples of prior Oracle EPM implementations.
