CALIBRE is seeking an experienced Operational Research Systems Analyst (ORSA) Instructor/Facilitator to support training and education efforts at Fort Belvoir, VA. This role will serve as a subject matter expert responsible for delivering graduate-level instruction on Operations Research (ORSA) methodologies and the Army Planning, Programming, Budgeting, and Execution (PPBE) process.

The selected candidate will play a critical role in developing Army leaders and analysts by strengthening their analytical, decision-making, and problem-solving capabilities in a complex, multi-domain operational environment. This position requires a blend of operational Army experience and technical expertise, particularly within HQDA G-8, program analysis, and force management.

Key Responsibilities:

  • Deliver graduate-level instruction on ORSA methodologies and the Army PPBE process
  • Facilitate classroom discussions, practical exercises, case studies, and seminars
  • Develop and update curriculum, lesson plans, and Programs of Instruction (POIs) using ADDIE methodology
  • Provide mentorship and advisory support to students on research and analytical projects
  • Serve as a subject matter expert on Army force management, ORSA, and decision support systems
  • Instruct students on tools such as Power BI, Army Vantage, and c-PROBE
  • Conduct research and lead analytical efforts to address complex Army challenges
  • Interface with stakeholders including HQDA G-8, TDAC, CAA, and other DoD organizations
  • Support development and updates to the How the Army Runs (HTAR) reference materials
  • Deliver executive-level briefings, white papers, and reports
  • Support senior leader training courses (FICSL, SLOCs) and exportable training as needed
  • Conduct curriculum benchmarking and support academic SOP updates

Required Skills

  • U.S. Citizenship required
  • Active Secret Security Clearance (required; must be maintained)
  • Graduate of Army Functional Area 49 (ORSA) qualification course
  • Strong knowledge of the Army PPBE process
  • Experience with Army force management, resource management, or program analysis
  • Proficiency in data analysis and visualization tools (Power BI, Army Vantage, c-PROBE)
  • Strong analytical skills including data modeling, validation, and exploratory analysis
  • Proficiency in SQL or similar query languages
  • Experience applying ORSA techniques (quantitative/qualitative analysis, modeling, simulation, cost and decision analysis)
  • Strong facilitation and adult learning instructional skills
  • Excellent written and verbal communication skills (executive-level writing required)
  • Ability to collaborate across multiple organizations and stakeholders
  • Strong organizational skills and ability to manage multiple priorities
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams)
  • Ability to travel as required

required Experience

  • 3–5+ years of experience in Army resource management, program analysis, or budgeting/comptroller functions
  • Experience supporting HQDA G-8, particularly within Program Analysis & Evaluation (PA&E)
  • Experience at the division, corps, or Army command level
  • Advanced degree (Master’s) in Operations Research, Data Science, Statistics, Industrial Engineering, Public Administration, or related field

Preferred Experience:

  • Prior military service (especially Army programming/budget experience)
  • Experience developing curriculum and training materials
  • Previous instructor/facilitator experience in a military or government environment
  • Familiarity with Army requirements processes
  • Membership in professional organizations (MORS, AORS, INFORMS)
