Outside Plant (OSP) Project Manager
Pay Range: $40/hour to $47/hour
Position Overview
We are seeking a Fiber Project Manager to provide end-to-end ownership of fiber connectivity projects, including planning, implementation, and post-sale customer support. This role serves as the single point of contact for customers and is responsible for managing fiber installation projects from initiation through completion, ensuring delivery on time, within scope, and within budget.
The ideal candidate has strong experience in telecommunications outside plant (OSP) construction, fiber network deployment, and project management in complex, multi-stakeholder environments.
Key ResponsibilitiesProject & Customer Delivery- Manage end-to-end fiber connectivity projects, including planning, execution, installation, and closeout
- Serve as primary customer-facing contact and single point of accountability for post-sale delivery
- Coordinate customer orders, service requests, and installation activities
- Ensure timely execution of project milestones, deliverables, and customer commitments
Fiber Network & OSP Construction Management- Oversee daily management of construction and splicing vendors for outside plant (OSP) fiber builds
- Support design and implementation of commercial and carrier fiber networks, including backbone and lateral builds
- Work in data center environments supporting customer installation projects
- Ensure compliance with engineering and construction standards, specifications, and timelines
Permitting & Regulatory Coordination- Manage relationships with municipalities, jurisdictions, and right-of-way (ROW) entities (cities, counties, railroads)
- Coordinate permitting, franchise agreements, and building access approvals
- Ensure timely submission and approval of permits and construction documentation
- Collaborate with internal rights-of-way and compliance teams
Vendor & Contractor Management- Manage engineering and construction vendors to ensure on-time and on-budget delivery
- Oversee procurement of materials and equipment for assigned projects
- Execute bid processes, including budget development and tracking
- Monitor vendor performance and enforce contractual obligations
Financial & Project Controls- Develop, track, and manage project budgets and financial forecasts
- Maintain accurate project documentation, purchase orders, and service orders
- Track project progress and financials in systems such as Salesforce and internal trackers
- Support project closeout activities and reporting requirements
Operations & Field Support- Conduct site surveys and attend field meetings to ensure project alignment and delivery success
- Coordinate with internal and external stakeholders to resolve project issues
- Support emergency restoration and network outage response activities as needed (on-call rotation)
Stakeholder Communication- Interface directly with customers, subcontractors, vendors, and internal teams
- Participate in customer meetings, including on-site visits and field coordination
- Maintain clear communication regarding project scope, risks, and timelines
Required Qualifications- Bachelors degree preferred (or equivalent experience)
- 7+ years of experience in telecommunications, fiber optics, or network infrastructure
- Strong experience in outside plant (OSP) construction and fiber deployment
- 4+ years of experience managing large capital or infrastructure projects
- Working knowledge of telecommunications architecture, optical transport, and IP networking concepts
- Experience managing vendors, contractors, and multi-phase construction projects
- Ability to read and interpret construction drawings and engineering documents
- Strong project management and organizational skills
- Valid drivers license and ability to travel to field sites as needed
Preferred Qualifications- Experience with structured cabling, routing, switching, and IP protocols
- Familiarity with AutoCAD, Google Earth, MS Excel, Word, and project tracking tools
- Experience managing RFPs, bid processes, and construction schedules
- Strong negotiation and vendor management skills
- Experience working with municipalities, utilities, or right-of-way coordination
- Business-minded approach with strong commercial awareness
