The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Operations section. Req. 222220

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the States investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The incumbent in this position is responsible for performing advanced Information Technology (IT) technical functions in the areas of IT planning, contract management, payment analysis, budget analysis, cost allocation, revenue analysis, and supply chain work.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Five years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR

An associate's degree in information technology or accounting plus three years of experience in information technology or administrative services; OR

A bachelor's degree plus three years of experience in information technology or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR

A master's degree plus two years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

The functions include auditing of vendor billings and obtaining approvals, according to the Louisiana State Laws, Rules and Regulations and Guidelines for state agencies. This position requires knowledge of the existing OTS IT operating environment. The person in this position performs high level diverse duties and works independently with broad direction from the Division of Administration (DOA) and Office of Technology Services (OTS). The person in this position advises and provides consulting to various OTS management levels and other agency personnel, as necessary, in the following Information Technology areas: as a technical resource, quality assurance, planning, billing processes and procurement of IT needs. The person in this position works closely with the IT Manager related to budget, purchasing, and contracts for the fulfillment of IT needs and requirements.

  • Provides Tier I technical support for the OTS Invoice Portal by responding to portal help requests, invoice inquiries, user questions, and call center support calls related to system access, invoice submission, functionality, and workflow processing.
  • Performs technical troubleshooting of portal, invoice processing, and user access issues; analyzes reported system errors; and resolves or escalates incidents in accordance with established security and internal control standards.
  • Maintains and tracks user access documentation and approval records to support portal access governance and compliance with IT security requirements. Performs advanced financial and transactional support functions within the LaGov ECC and SRM modules, including the review, analysis, reconciliation, and processing of highly complex IT vendor invoices related to hardware, software licensing, maintenance agreements, subscription services, and professional services.
  • Reviews and reconciles vendor invoices and supporting documentation against purchase orders, contract terms, pricing structures, and cost allocation requirements to ensure accuracy and compliance prior to submission to DOA/OFSS for payment processing.
  • Apply three-way match principles, evaluates system tolerances and blocking conditions, and processes highly complex goods receipts to ensure payments align with contractual billing periods and procurement regulations. Verifies vendor invoices meet contractual deliverables requirements prior to payment approval
  • Serves as the primary technical liaison between internal IT operations staff, state agencies, DOA/OFSS financial personnel, and external technology vendors to support resolution of highly complex billing and purchase order discrepancies.
  • Interprets and applies to Louisiana Procurement Laws, Rules and Regulations, IT Procurement Guidelines, and DOA procurement policies to support statutory and regulatory compliance throughout invoice validation and payment processes.
  • Generate and maintain complex reports detailing fiscal year expenditures. Leads enterprise-level financial analytics and reporting for statewide IT expenditures, developing advanced forecasts and automated dashboards using the OTS Invoice Portal and ERP.
  • Oversees monthly, quarterly, and semiannual billing cycles to ensure accurate accruals, timely payments, and fiscal compliance.

Validates PO budget transactions, fund balances, and encumbrance activity to ensure proper allocation of technology costs across funding sources for customer agencies.

  • Provides executive-level financial briefings to the State CIO and Deputy CIO, including variance analysis, trend forecasting, and funding risk assessments. Implements performance metrics, strengthens internal controls, and drives process improvements to enhance fiscal governance and operational efficiency.
  • Performs advanced contract lifecycle and financial oversight for all hardware, software, licensing, maintenance, and service agreements. Conducts systematic reviews of active contracts, encumbrances, and payment activity to proactively identify upcoming expirations, funding deficiencies, unusual cost variances, and compliance risks.
