Sr Outage Coordinator

Salary Grade: G05

Minimum Midpoint Maximum

$94,831 - $128,022 - $161,213

This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check.

Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

SUMMARY:

Under general supervision, performs communication and completes all documentation associated with coordination of planned outages affecting the Company''s Bulk Electric System in compliance with all existing regulatory and company procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Coordinates and administers inter-utility and internal company requests for electric system maintenance and construction outages; coordinates requests for outages for various resources that operate within the company''s Transmission or Distribution Operator Area.

Reviews, approves, denies, and reschedules such requests for transmission or distribution and resource outages; requests and evaluates the results of study work performed by Operations Engineers to determine the reliability impacts of requested transmission or distribution and resource outages

Develops switching procedures for initial energization of new transmission or distribution system facilities; reviews draft switching procedures and approves and/or advises Operators in finalizing switching procedures for requested outages on the Company transmission or distribution system

Serves as the primary point of contact with the Reliability Coordinator on the Company''s system outages and data submitted into any Outage Coordination Software

Administers the Company''s Outage Coordination software package; serves as the Company liaison with the software vendor

Advises and assists Operators as needed during daily desk operations, including participation in supervisory control actions

Reviews preliminary transmission or distribution system disturbance reports and issues the final versions of the transmission or distribution disturbance reports

Develops new and updates existing inter-utility and internal transmission or distribution system operating procedures and guidelines

Identifies and implements corrective actions to resolve operating problems related to the operations and performance of Company''s Transmission or Distribution System

Reports disturbances and outages within established regulatory, industry, and Company reporting processes

Functions as a Subject Matter Expert and/or Back-up Subject Matter

Expert as needed for the NERC TOP, VAR, and COM requirements and other applicable NERC requirements; develops, compiles, retains and organizes all evidence required to demonstrate compliance with applicable NERC requirements

Documents and communicates with other Utilities, Reliability

Coordinators, and Regional Entity all Company and inter-utility system developments that could impact (positively or negatively) the Company''s inter-utility relationships or the security, reliability, and safety of Company''s Electric System

Communicate with internal departments to gather outage requirements and updates

Support outage planning by preparing documentation and updating tracking systems

Participate in safety meetings and ensure compliance with basic safety protocols

Follows direction and guidance as a participant, from senior staff members in all aspects of Operations having to do with the Company''s Electric System

Independently coordinate routine and complex or high-impact outages, ensuring alignment with operational schedules

Analyze outage data to identify potential conflicts or resource constraints

Collaborate with cross-functional teams to optimize outage plans and minimize downtime

Provide guidance to junior coordinators and assist in training effort

Ensure compliance with safety and regulatory standards during outage execution

Lead the planning and execution of routine and complex or high-impact outages

Develop and implement outage strategies that align with organizational goals

Serve as the primary liaison between operations, maintenance, and external contractors

Mentor and coach junior and mid-level coordinators, promoting best practices

Conduct post-outage reviews and implement continuous improvement initiatives

Oversee the outage coordination team, ensuring effective planning and execution of all outages

Establish and enforce outage management policies, procedures, and performance metrics

Allocate resources and manage team workload to meet operational demands

Lead cross-departmental meetings to align outage schedules with business objectives

Drive strategic initiatives to improve outage efficiency, safety, and cost-effectiveness

COMPETENCIES:

Strong math, electrical theory knowledge, written and oral communication skills, and economic analysis capabilities

Strong knowledge of Company''s System capabilities and limitations.

Strong knowledge of electric utility generation, transmission and distribution system apparatus, including the operation and performance of generators, lines, transformers, switching station and substation components (including switches, breakers, series and shunt capacitor banks, STATCOMS, and series and shunt reactors), distribution automation equipment relaying systems and related communication and control systems.

Ability to understand and adhere to applicable NERC reliability standards and requirements if applicable

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor''s degree from a four-year college or university with five to seven years of related experience or completed four-year apprenticeship in associated area with a minimum of four years of related experience, or an associate degree in electrical power or electronics discipline with six plus years of experience as a Transmission System Operator; or Outage Coordinator; or equivalent combination of education and/or experience related to the discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must obtain and/or maintain North American Electric Reliability Corporation Transmission System Operator Certification within six to nine months of employment if applicable

SUPERVISORY RESPONIBILITIES:

Ability to act as a supervisor (work assignments, critical coverage, etc.) at times when the System Operations Manager is absent.

COMMUNICATION SKILLS:

Ability to timely respond to requests for system outages and prioritize, accept, reschedule or deny requests for outages in a constructive and diplomatic manner
