    The Outpatient Addictions Clinical Supervisor and Counselor provides clinical supervision, training, and support to counseling staff (CADC-R and CADC) in accordance with OAR 309-019-0140 through 309-019-0200.
    This position also maintains a direct client caseload and delivers evidence-based individual and group counseling services for adults experiencing substance use disorders.
    The role ensures compliance with all regulatory, ethical, and professional standards established by OHA, MHACBO, and BOLI, and contributes to agency leadership, quality assurance, and collaborative partnerships.

    Essential Duties and Responsibilities

    1. Clinical Supervision & Oversight

    • Provides supervision to CADC-R and CADC staff consistent with OAR 309-019-0140(3)(a-f).
    • Documents all supervision sessions and ensures compliance with MHACBO supervision standards.
    • Reviews clinical documentation for accuracy, completeness, and timeliness.
    • Supports the professional development of supervisees through feedback, training, and performance evaluation.
    • Monitors fidelity to treatment models and evidence-based practices.
    • Addresses performance issues and participates in corrective action plans when necessary.

    2. Direct Clinical Services

    • Maintains a small caseload of clients, providing assessment, diagnosis, treatment planning, and counseling.
    • Conducts assessments utilizing ASAM and DSM-5 diagnostic criteria per OAR 309-019-0135.
    • Facilitates individual, family, and group therapy sessions using evidence-based curricula.
    • Coordinates care with co-occurring and medical providers as appropriate.
    • Ensures documentation is completed per OAR and payer requirements.
    • Upholds clinical standards of trauma-informed, culturally responsive, and person-centered care.

    3. Documentation & Quality Assurance

    • Reviews clinical records to ensure adherence to OAR 309-019-0120 - 0130.
    • Ensures staff documentation supports billing, authorization, and audit compliance.
    • Assures completion of reports, utilization reviews, and data submissions on schedule.
    • Implements and monitors corrective actions identified through internal or external audits.
    • Maintains confidentiality and client record security per HIPAA and 42 CFR Part 2.

    4. Program Leadership & Collaboration

    • Participates as an active member of the Agency Leadership and Management Team.
    • Works collaboratively with the Outpatient Adult Director and Clinical Director to ensure program compliance and effectiveness.
    • Provides input on program policies, workflows, and performance improvement initiatives.
    • Collaborates with other department leaders to coordinate client care and optimize service delivery.
    • Assists in staff hiring, onboarding, and training processes.
    • Supports program readiness for OHA licensing reviews and audits.

    5. Community & Partner Collaboration

    • Builds and maintains professional relationships with courts, CCOs, DHS, parole/probation, and community partners.
    • Coordinates with referral sources for client placement, progress, and discharge updates.
    • Represents the organization professionally at community meetings and stakeholder collaborations.
    • Promotes agency visibility, partnership, and reputation for clinical excellence.

    6. Ethics, Professional Conduct, and Compliance

    • Adheres to MHACBO Code of Conduct and Ethics at all times.
    • Maintains clear professional boundaries and confidentiality.
    • Demonstrates honesty, integrity, and accountability in all professional interactions.
    • Reports ethical or compliance concerns promptly to the Outpatient Adult Director or Clinical Director.
    • Complies with Mandatory Reporting requirements under ORS 419B.010 and ORS 430.765.
    • Ensures supervisees maintain the same ethical and legal standards.

    7. Attendance, Professionalism & BOLI Compliance

    • Maintains regular, in-person attendance as an essential duty of the position.
    • Adheres to established work hours and reports deviations promptly.
    • Complies with BOLI OAR 839-020 standards for rest/meal breaks and time management.
    • Demonstrates professionalism, dependability, and respect in all settings.
    • Participates in supervision, staff meetings, and agency trainings as required.

    Minimum Qualifications

    • CADC II or higher required (must meet MHACBO standards for clinical supervision).
    • Bachelor's or master's degree in behavioral health, psychology, counseling, or related field preferred.
    • Minimum of three (3) years of experience providing addiction treatment services.
    • Demonstrated experience supervising CADC-R and CADC staff.
    • Comprehensive knowledge of OAR 309-019 outpatient service standards.
    • Excellent organizational, leadership, and interpersonal communication skills.
    • Proficiency with EHR systems and documentation workflows.
    • Must pass ODHS background check and LEDS clearance.
    • Valid Oregon driver's license preferred.

    Work Environment

    • Work performed primarily in an outpatient clinical setting.
    • Regular interaction with clients, staff, and community partners.
    • Occasional evening hours or travel may be required for supervision or community engagement.
