Owner's Authorized Representative (OAR I) - K-12 School Construction ($10M+)

The Work

LAUSD's Project Execution group delivers one of the largest public school construction programs in the country, under the oversight of DSA, the Division of the State Architect, the state office that approves public school construction. As Owner's Authorized Representative I, you represent the District on assigned school projects and manage each one through preconstruction, bid and award, construction, and closeout.

You manage the project budget and schedule to the District's standards and review the budget every month so it reflects the project's real status. You manage the contractor's daily activities, review construction schedules and submittals, coordinate responses to the contractor's requests for clarification, review substitution requests, and negotiate change order proposals to a fair and reasonable price. You coordinate with public agencies on off-site work, with the design team, and with District and project staff.

You administer the District's agreements with architects, monitor payments to contractors and consultants, coordinate delivery of furniture, fixtures, and equipment, and see each project through DSA certification and financial closeout, reporting status and progress to upper management along the way. This is a full-time, in-person position. The District has 2 openings.

What You Will Own

- All phases of assigned projects, from preconstruction and bid and award through construction and closeout

- Review of preconstruction documents, with comments to the designer

- Status and progress reports to upper management

- Coordination with public agencies on off-site work, and with District and project staff

- Project budget and schedule, managed to the District's standards and monitored monthly

- The contractor's daily activities, schedule and submittal review, and responses to requests for clarification (RFCs)

- Review of substitution submittals against the specifications and District requirements

- Change order proposals, reviewed and negotiated to a fair and reasonable price, with schedule impacts addressed under the project specifications

- Payment review for contractors, architects, engineers, and other parties

- Administration of the District's professional service agreements with architects

- Delivery of furniture, fixtures, and equipment

- DSA certification and financial closeout

Requirements

What You Bring (one of the following)

- 10 years of full-time professional experience in construction, or in combined project and construction management, on commercial or public and educational facility construction, with 3 of those years fully responsible for coordinating complex projects over $10 million each (not cumulative), plus a bachelor's degree in architecture, engineering, or construction management. A Certified Construction Manager (CCM) credential from the Construction Management Association of America (CMAA) may substitute for the degree

- 15 years of the same full-time professional experience, with 8 of those years fully responsible for coordinating complex projects over $10 million each (not cumulative). A degree in architecture, engineering, or construction management and a CCM are preferred, not required

Preferred

- Design-build experience

- BIM (building information modeling)

- LEED or CHPS (Collaborative for High Performance Schools) projects

- DSA construction and design processes

- Safety and OSHA regulations, with OSHA 30 at minimum

- A California Architect registration or Professional Engineer license, or a CCM from the Construction Manager Certification Institute (CMCI)

Benefits

Salary range: $180,000 to $197,000 per year, based on experience.
