Job Summary
This position is located within the Superintendent's Office and reports to the General Counsel. The Paralegal will support the General Counsel in advising the Alameda County Office of Education on a variety of legal questions related to litigation, student services, labor and employment, governance, contracting, and public records that arise in the context of local educational agency operations. This role will also interface directly with the parties (i.e., school districts and local families) to interdistrict attendance and expulsion appeals filed with the Alameda County Board of Education.

THE POSITION: The Paralegal is responsible for performing a variety of complex and/or difficult paraprofessional legal duties in support of the General Counsel. The Paralegal assists in the preparation of quasi-civil cases or proceedings, prepares and analyzes legal documents and instructions, conducts interviews and meetings, performs legal research, develops and presents training materials, and prepares written memoranda under the general supervision and with direction from the General Counsel. LOCATION: 313 W. Winton Ave. Hayward, CA 94544 TYPICAL DUTIES: Establishes procedures for organizing and processing work to ensure meeting critical deadlines. May perform complex legal research in which issues are not readily defined and a substantial amount of research is required from a variety of references. May have responsibility for highly specialized and complex assignments requiring a high level of independence, including the organization of documents used in civil litigation or other legal proceedings, including discovery, motions, trials, and appeals, or in the preparation of contracts, agreements, policies, and procedures, etc... May provide training to ACOE personnel regarding impacts of new legislation, court decisions, or other legal changes. MINIMUM QUALIFICATIONS: Education: Possess at least one of the following as required by Business and Professions Code section 6450(c): (1) A certificate of completion from a paralegal program approved by the American Bar Association; (2) A certificate of completion from a paralegal program at, or a degree from, a postsecondary institution that requires the successful completion of a minimum of 24 semester, or equivalent, units in law-related courses and that has been accredited by a national or regional accrediting organization or approved by the Bureau for Private Postsecondary and Vocational Education; (3) A baccalaureate degree or advanced degree in any subject, and one (1) year of law-related, attorney-supervised experience; with a written declaration from that attorney stating that the person is qualified to perform paralegal tasks; or (4) A high school diploma or GED, and three (3) years of law-related, attorney-supervised experience; with a written declaration from that attorney stating that the person is qualified to perform paralegal tasks. This experience and training shall be completed no later than December 31, 2003 per Government Code 6450(c). Experience: One (1) year of paralegal experience. Six (6) or more months experience in public agency law (i.e., county counsel or city attorney office) or education law is preferable. Preference for experience conducting investigations.
