We are seeking a highly skilled Paralegal Specialist to support our client, Navy Medicine Readiness and Training Command (NMRTC) Portsmouth, at the Naval Medical Center Portsmouth, VA.

Position Overview: The contractor shall provide paralegal specialist services in support of the NMRTC Portsmouth Legal Office. The role is to provide substantive legal assistance and analysis to government attorneys. The work requires in-depth knowledge of legal principles, research techniques, and case management. All work is performed under the direction and supervision of government attorneys and shall be assistive in nature; the contractor shall not perform any inherently governmental functions such as making final legal determinations or giving legal advice.

Key Responsibilities:

  • Legal Research and Analysis: Conduct comprehensive legal research on Federal and State statutes, regulations, directives, and judicial decisions using government-provided databases (e.g., LexisNexis, Pacer, state judiciary). Analyze and summarize findings for attorneys.
  • Case and File Management: Create, organize, and maintain systems of records for case files and legal matters. Track all deadlines, statutes of limitations, and suspense dates.
  • Document Drafting: Draft legal memoranda, reports of investigation, pleadings, motions, discovery requests, and correspondence for review and final approval by a government attorney. Prepare responses to FOIA and Privacy Act requests.
  • Litigation Support: Assist attorneys in preparing for trials and administrative hearings. Organize exhibits, notebooks, and witness files.
  • Administrative Support: Serve as initial point of contact for clients, provide notary services, and assist in managing the law library.

Qualifications:

  • Education: Associate's degree in paralegal studies or a similar degree. A bachelor's degree and/or a paralegal certificate is highly desired.
  • Experience: Minimum of three (3) years of experience as a paralegal. A strong preference for experience in a federal government or military legal office and experience with administrative law is highly desired.
  • Skills: Demonstrated proficiency in legal research using LexisNexis and the Microsoft Office suite. Excellent written and oral communication skills are mandatory.
  • Certification: Must be a certified Notary Public for the Commonwealth of Virginia within 90 days of contract start date.
  • Clearance: Must be a U.S. citizen and possess, or be able to obtain and maintain, a SECRET security clearance.
  • Information Handling: Must be able to handle sensitive information, including FOUO, PII, and PHI, in accordance with all applicable regulations.

Schedule and Hours

  • Hours: 0730 to 1630, Monday through Friday.
  • Holidays: Excluding federally recognized holidays.
