SUMMARY
Under direction of the Assistant Park Superintendent, this position is responsible for performing technical, administrative and supervisory work directing the activities of workers engaged in a wide variety of park grounds and facility maintenance; exercises general supervision over supervisory, semi technical, skilled and unskilled personnel.
ESSENTIAL RESPONSIBILITIES
- Hires, trains, supervise, evaluate and administer disciplinary actions for employees within the assigned section of the Parks Maintenance department.
- Checks parks and facilities and is responsible for the appearance of the parks and facilities within the assigned section.
- Coordinates with Assistant Park Superintendent to plan, schedule, assign and supervise work.
- Prepares first draft blueprints of project plans.
- Performs equipment and material inventory and maintains database to update changes.
- Researches product information gathers data and writes purchase requisitions; makes bid evaluation recommendations of purchases.
- Researches, prepares and makes recommendations of annual budget needs of equipment, accounts, and project costs.
- Prepares annual projected work schedules in coordination with annual goals and objectives as established by the Park Superintendent.
- Creates schedules, including those for mowing, litter route, fertilization and call out for foreman and plumbers.
- Organizes facility plumbing repairs.
- Inspects park improvement projects
- Inspects contractors work.
- Meets with contractors to establish estimates for contract work.
- Evaluates personnel and writes evaluation recommendations.
- Prepares, approves and submits daily work assignments to Assistant Park Superintendent.
- Interviews prospective employees and assists in hiring decisions.
- Coordinates with other departments and outside entities in scheduling assistance type related work and securing equipment for departmental use.
- Operates a personal computer for assistance in performing job tasks.
- Performs supervisory work in directing the activities of workers engaged in a wide variety of work.
- Maintains and repairs to all park grounds and related items such as turfs, trees, flower beds, athletic fields, all buildings, playgrounds, and related structural facilities in city parks, including Zoo facility maintenance.
- Develops and maintains a routine turf and tree care program with inventories in association with fertilizer application, irrigation, aeration, chemical applications for weed and pest control, thatching and top dressing. Tree pruning, planting, spraying, and overall care.
- Coordinates chemical applicators paperwork and license renewal.
- Purchases, assigns and updates small mow equipment list.
- Maintains park buildings and structural facilities including restroom fixtures, piping, lighting, structural repairs and painting. Area lighting, installation and repairs, athletic lighting, playground construction and maintenance including; installation, repairs. Sidewalk maintenance and replacements, all fencing repair or installation.
- Directs the general efficiency and production of all maintenance personnel through subordinate supervisory personnel and establishing and enforcing performance standards, procedures, and policy as directed by the Park Superintendent.
- Inspects grounds and facilities to determine maintenance or repairs needed.
- Schedules and presents training sessions for improvement of skill, performance and safety.
- Disciplines personnel through frequent performance evaluations, and, when behavior of employee warrants action by approval of Park Superintendent.
- Exercises general supervision of Park Forepersons, Electrician I, Park Maintenance Mechanics, Park Technicians, Utility Workers, Laborers, and Seasonal Laborers.
- Prepares and processes purchase orders.
- Oversees inventory and property management.
- Makes recommendations that impact the department budget.
- Approves purchases up to $1,000 without approval from supervisor.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Requires high school diploma and a minimum of five years of related experience in park maintenance including three years of supervisory experience. Associate's Degree in Landscape Maintenance, Engineering, Park Administration, Landscape Architecture or related field preferred. Chemical Applicators License, welding certification, Certified Pool Operator and Certified Playground Safety Inspector certification required. Licensed Irrigator or Licensed Irrigation Technician, preferred. Valid Texas Driver's License Required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Considerable knowledge of equipment and tools used in maintenance and care of park grounds, trees, flower beds, irrigation, lighting, plumbing, building maintenance and related structural items.
- Ability to operate tractors, trucks, power and hand tools, shop equipment, irrigation controllers.
- Ability to operate and repair small/light equipment, such as power tools.
- Ability to operate and repair medium equipment and machinery, such as vehicles or commercial mowers.
- Ability to operate and repair heavy or complex machinery, such as HVAC systems, construction equipment.
- Ability to supervise employees using or repairing heavy or complex machinery.
- Ability to supervise employees developing, installing, or repairing technology systems.
- Ability to operate computers for data entry and word processing.
- Strong verbal and written communication skill.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
