Essential Job Functions

  • Coordinates construction and alteration activities by conferring with both construction personnel and the appropriate recreation and maintenance personnel to determine their basic requirements, to make convenient arrangements and to provide information on the scope and schedule of the construction.
  • Inspects and supervises the inspection of all construction projects including capital projects, force account, concessionaire, purchase order contract, service contract, volunteer improvement projects and Urban Beautification projects.
  • Maintains liaison on capital projects activities with the County Engineer and the Chief Administrative Office.
  • Interprets the Departments functional requirements to architects, contractors and engineers.
  • Prepares deficiency reports on capital projects construction and submits them to the Construction Project Manager of the County Engineer for resolution.
  • Recommends design and specification criteria to the County Engineer to resolve landscaping problems encountered by grounds maintenance working around County buildings.
  • Prepares the Capital Projects budget for the Department of Parks and Recreation.
  • Responds to request for information from citizens, community groups, County departments and outside agencies regarding park construction or improvements.
  • Maintains a file on specifications, working drawings, as-built drawings and construction history on all park construction projects.

Requirements

MINIMUM REQUIREMENTS:

Graduation from an accredited college with a degree in landscape architecture, engineering, or architecture -AND- three years experience in the design, construction coordination, or the inspection of buildings or site development. Additional qualifying experience may be substituted on a year for year basis for the required education.

LICENSE:

A California Class C Driver License is required at the time of appointment.

Successful applicants for positions that require driving must obtain and present a copy of their driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

PHYSICAL CLASS:

2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Design of buildings or site development experience includes:

  • Selecting the appropriate consultant for the project based on need, such as architects, landscape architects, civil engineers, surveyors, mechanical engineers, structural engineers, and electrical engineers.
  • Reviewing and approving the proposed scope of work (i.e., scope of services) for a design consultant, including tasks, deliverables, and milestones.
  • Reviewing and approving the proposed fee schedule as provided by design consultants.
  • Reviewing, approving, and providing feedback on consultant deliverables such as design plans, construction documents, specifications, schedules, and reports.
  • Construction coordination of buildings or site development experience includes:
  • Reviewing and approving the contractor schedule, including a critical path schedule with tasks, durations, and dependencies.
  • Reviewing and approving the contractor submittals, including specification cut sheets and samples.
  • Coordinating the project activities with the park staff, including park managers, facility staff, grounds maintenance and crafts workers.
  • Inspecting work for quality, completeness, adherence to plans and specifications and timeliness.
  • Reviewing and approving contractor proposed change orders and work change or specification change requests to resolution.
  • Managing contractor-submitted requests for information (RFIs) through resolution

Inspection of buildings or site development experience includes:

  • Evaluating and inspecting buildings and sites as part of the preconstruction process to identify hazards and other challenges.
  • Evaluating and inspecting buildings and sites as part of deficiency identification and project scoping.
  • Inspecting buildings and park amenities such as fields, courts, and play areas for general safety, operation, and condition.
