The Parking and Code Enforcement Officer (PACE) Officer is a position who is assigned to the PACE Unit of the Oxford Police Department. This person is responsible for performing the duties assigned to the PACE Unit. This includes, but is not limited to, the Enforcement of the Ordinances for the City of Oxford, Traffic Direction and Control (i.e. School or Special Events), and Parking Enforcement. Law Enforcement and Civilian employees may be assigned to the PACE Unit. Staff assigned to PACE may be reassigned at the discretion of the Chief of Police.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND EDUCATION:

Civilian Position (Non-Law Enforcement Certified):

  1. Age Requirement:
  • Be a minimum of 19 years of age (PACE Officer 1).
  • Be a minimum of 21 years of age (PACE Officer 2 and 3).
  1. Have a minimum of a high school diploma or GED certificate. Some college education preferred.

  2. A United States citizen.

  3. Possess a valid Mississippi driver's license.

  4. Be in good physical and mental condition, can be verified by a licensed medical physician of employer's choice.

  5. Ability to pass a criminal background investigation, as evidenced by a review of any criminal convictions, including traffic violations.

  6. Shall be responsible for having a good moral character, maintaining a neat and well-groomed appearance and shall always carry out in a professional manner the performance of assigned duties, per the policies of the Oxford Police Department.

  7. Serve as a sworn officer of the City of Oxford Municipal Court.

GENERALIZED DUTIES:

Code Enforcement

  • Have a working knowledge of Ordinances of the City of Oxford.
  • Have the ability to work with citizens to uniformly and fairly enforce city codes, correct code violations, confront those citizens on potential violations, giving proper warning when possible and use court action only as a last resort.
  • Have the ability to build case files, process evidence for court, to include photographs.
  • Have the ability to testify in court for any violations.
  • Have the ability to work with various City Departments to identify problem areas, repeat offenders and be able to make recommendations for future needs for changes or adoptions to the City's Codes.
  • Have the ability to write case reports in the Oxford Police Department's computerized report system to document activities.

Parking

  • Responsible for enforcement of all parking laws and ordinances whether local or state.
  • Responsible for seeing that all designated parking areas in the city are properly utilized and parking regulations enforced.
  • Responsible for issuance of any necessary parking citations for violations of the parking ordinances.
  • Aid any other department personnel in the performance of their duties if so required.
  • Shall assist in parking control at strategic points throughout the city as assigned.

Traffic Direction / Control:

  • Ability to direct traffic, to expedite the movement of vehicles through the designated areas, in a safe and efficient manner.
  • Ability to use hand signals or manual operation of traffic signals to direct vehicles and pedestrians.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily outside in the community and in a standard office setting. Some travel to various locations is required. The employee may be exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; potentially hostile environments. The noise level in the work environment is usually moderate but may be very loud due to sirens, etc. Incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings; subject to emergency call out at any time.

Physical: Primary functions require sufficient physical ability to work inside in an office setting and outside in a law enforcement setting; walk, stand, sit, or run for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents.

Hearing: Hear in the normal audio range with or without correction.
