SALARY INFORMATION:

Grade I - $21.545-$29.441 Hourly

Grade II - $23.187-$31.670 Hourly

EXAMPLES OF DUTIES

Under general supervision, patrols assigned areas to enforce non-moving violations of the California Vehicle Code and City of Long Beach Municipal Code, enforces non-moving violations of the California Vehicle Code and Long Beach Municipal Code; patrols assigned areas on foot and in City vehicles to ensure compliance with parking and pedestrian safety regulations; operates City vehicles and automated handheld citation writers and printers; issues parking citations for violations of posted regulations, including street sweeping restrictions; accompanies street sweepers and cites vehicles in violation of posted street sweeping signs and other restrictions; identifies and reports damaged, defaced, covered or improperly posted parking signs, meters, and unenforceable curbs; provides information to the public regarding statutes and ordinances relating to vehicles and other matters; cautions and guides pedestrians through oral instruction, hand signals, and approved signage; reports suspicious, hazardous, or irregular conditions to the Long Beach Police Department or appropriate agency; may arrange for vehicles to be towed and impounded when applicable; may assist with the removal of debris that impedes the progress of street sweeping vehicles and/or equipment; may direct traffic in accordance with applicable municipal code provisions and/or secure area perimeters for accidents, floods, power outages or other events; may use Mobile Data Terminal (MDT), operate an Automatic License Plate Reader (ALPR), and use other technologies as needed; may testify in court regarding enforcement of vehicle code and/or municipal code violations as needed; performs other related duties as required.

REQUIREMENTS TO FILE

Candidates must meet the following requirements:

One (1) year of full-time equivalent experience providing direct, face-to-face service and assistance to the public, including responding to complaints or addressing public concerns.

Willingness to work overtime, weekend and/or holiday hours.

A valid California motor vehicle operator license.

Knowledge, Skills, and Abilities:

Knowledge of:

  • California Vehicle Code and Long Beach Municipal code provisions related to parking enforcement and non-moving violations;
  • Basic traffic control principles.

Skill in:

  • Communicating effectively and professionally with City staff and members of the public;
  • Conducting firm, fair, and tactful code enforcement activities;
  • Using handheld citation devices and other enforcement-related equipment.

Ability to:

  • Exercise sound judgement while working in traffic and safely navigating streets on foot and in a City vehicle;
  • Recognize and report suspicious activity, safety hazards and code violations;
  • Operate specialized City Vehicles, two-way radios, and computer equipment and software;
  • Demonstrate patience, professionalism, and de-escalation techniques when interacting with the public;
  • Work independently under general supervision and follow established policies and procedures.

DESIRABLE QUALIFICATIONS: Bilingual/Biliterate skills (Spanish, Khmer, or Tagalog) may be desired for some positions.

Some candidates may be required to successfully pass a thorough police background investigation which includes polygraph, psychological and medical examination. The investigation will cover information regarding relatives, references, acquaintances, educational background, residential history, employment history, DMV record, criminal history, military service records, financial status, legal history, drug use and related areas.

A minimum rating of 70 must be attained in order to pass the examination. Certification by score bands will be considered based on analysis of exam results. The resulting eligible list will remain in effect for at least one year. Screening of applicants will be conducted on the basis of application and required supplemental application submitted. Only those candidates showing the strongest backgrounds on the basis of comparative analysis will be invited to the examination process. Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.

In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open-competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score. Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veterans DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.)
