Essential Job Duties
Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.
- Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
- Enforce laws, codes and city ordinance requirements for parking regulations.
- Inspect Downtown and Entertainment Districts for violations of various City codes including: parking regulations and compliance, residential parking ordinances, traffic regulations related to parking and pedestrian safety.
- Seek remedies to parking problems and violations including but not limited to: issuing parking citations, issuing warnings, collection letters and violation notices.
- Use electronic handheld devices and printers to issue parking citations.
- Professionally resolve complaints regarding citations with the general public.
- Perform preventive patrol in assigned areas, both in vehicle and on foot. Enforce City ordinances. Operate a vehicle while on patrol in a safe manner in all environmental conditions and in congested traffic situations. Aid in directing traffic as needed.
- Analyze moving electronic parts, motors, cutters and feeders to determine cause of equipment malfunction. Resolve the problem by either reprogramming the equipment or replacing parts. If problem can't be resolved in the field, refer issue to supervisor.
- Repair broken gate arms, shear pins and assemblies.
- Work regular and irregular shifts and shift rotations necessary to provide services up to and between the hours of 7:00 AM and 2:00 AM, 7 days a week, 52 weeks a year (weekends and some holidays included).
- Required to rotate being "On Call" after hours to provide assistance to parking customers and repairing equipment.
- Organize and maintain accurate records of parking locations, assets, inventory, structures, equipment and citations.
- Become familiar with patrol districts, geographical locations, residential parking routines and potential problem areas.
- Collect monies from parking meters, courtesy boxes, and pay station devices.
- Perform maintenance on parking meters, parking gates and pay station devices.
- Communicate parking policies, answer questions and assist patrons in the entertainment district and downtown district.
- Assist with Special Events and Festivals by implementing specific event-based parking arrangements.
- Assist with clean up in parking lots, downtown, and other areas as assigned.
- Assess abandon or stored vehicles and sticker with required notice; notify supervisor if towing is necessary and assist with vehicle towing and impoundment.
- Perform calibration on parking meters.
- Perform snow and ice removal in city parking lots, parking decks, and other assigned areas.
- Prepare all reports as necessary.
- Required to maintain a daily report of events and work productivity.
- Report parking lots in need of asphalt crack repairs, overlays, pole paint, sealant, striping, and bumper blocks; make repairs and replacements as needed, paint bollards, paint numbers, paint striping as needed.
- Change and maintain light bulbs in assigned parking decks, parking lots or other facility.
- Power wash parking lots, streets and sidewalks.
- Perform weed maintenance on and around city parking lots, parking decks, and other assigned areas.
- Report accidents, unlicensed vehicles, and hazardous conditions in assigned areas.
- Inventory and audit parking spaces, meters, signs, and poles.
- Perform other duties as assigned.
Secondary Job Duties
- Train new officers on equipment, regulations, computer and procedures as needed.
- Perform secondary duties as assigned.
Minimum Qualifications
- High school diploma or GED; plus twelve months of customer service or other related experience.
- Ability to effectively communicate with others orally and in writing.
- Possess a valid Driver's License.
- Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103 and A.C.A. 21-15-111.
- Ability to read, analyze, and interpret general procedures, city codes and ordinances.
- Ability to effectively present information and respond to questions from customers and the general public.
- Must be able to exercise sound, independent judgment under stress. Possess conflict management skills sufficient to de-escalate difficult situations such as conflicts regarding parking regulations, citations issued.
- Must be proficient in the use of a computer and other related software programs.
- Must be able to effectively operate standard office equipment.
- Ability to become proficient in using parking handheld, printer, video camera, portable radio, IPad, power tools, and other specialized parking enforcement equipment.
- Ability to become proficient in reprogramming and repairing gated lot equipment.
- Must be able to perform basic math including addition, subtraction, multiplication, and division.
- Must be able to work a flexible schedule. Work assignments can be general or specific and special events can cause schedule changes based on necessity.
- While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; frequently stoop, kneel and crouch. The employee must frequently lift and/or move up to 25 pounds and occasionally lift/move up to 50 pounds.
- While performing the functions of this job, the employee is regularly exposed to moving mechanical parts; fumes or airborne particles and outside weather conditions and risk of electrical shock.

The schedule for this job is subject to change, and may involve being assigned to night shift work. In addition, there are times when the employee will be scheduled to take evening and/or night shift phone calls concerning any problems with equipment, etc. Some problems might necessitate the employee driving to the location of the equipment to fix the problem, regardless of the time of day or night.
