    Job Description

    Parking Enforcement Officers (PEOs) help keep Coatesville’s streets safe and business-friendly by enforcing parking ordinances, supporting traffic flow, and educating motorists about local regulations. The role is primarily field-based—on foot or in a compact city vehicle—and requires consistent public interaction, accurate citation writing, and close coordination with sworn officers during special events or emergencies.


    Key Responsibilities

    • Patrol assigned zones to identify meter expirations, time-limit violations, fire-lane obstruction, and handicapped-space misuse.

    • Issue citations using handheld ticket-writer and License Plate Recognition (LPR) technology; document violations with time-stamped photos.

    • Provide courteous explanations of parking rules to motorists and answer basic downtown-navigation questions.

    • Refer abandoned or hazardous vehicles for towing and coordinate with patrol for traffic hazards.

    • Collect and log parking data to support traffic-engineering studies and future ordinance updates.

    • Assist with pedestrian and vehicle traffic control during parades, festivals, construction, and crash scenes.

    • Appear in district court to testify when citations are contested.



    Requirements

    Minimum Requirements

    • High-school diploma or GED.

    • Minimum age 18; U.S. citizenship.

    • Valid Pennsylvania driver’s license with satisfactory driving record.

    • Ability to walk several miles daily in all weather or operate a micro-vehicle safely.

    • Basic computer and data-entry skills; comfort with handheld devices and LPR systems.

    • Successful background check, drug screen, and medical clearance.

    Preferred Attributes

    • Previous customer-service, security, or municipal-code experience.

    • Calm, professional demeanor and proven conflict-resolution skills.

    • Familiarity with Coatesville’s street grid and downtown business district.
