San Rafael, with a population of approximately 60,000, is a full-service city with a City Council/City Manager form of government with 12 departments, more than 400 employees, and a fiscal year 2026-2027 annual budget of approximately $208 million. THE DIVISION
The Parking Services Division (the Division) is an integral part of life in San Rafael. Not only do our employees interact with people every day, but parking is part of the life blood of the city, and no city can be successful without sufficient parking capacity and a clear perspective on how to best to manage it. The Division supports the safe, efficient, and accessible use of public streets, parking facilities, and transportation infrastructure throughout the City. The Division helps maintain traffic flow, promotes turnover in parking spaces to support local businesses, and ensures compliance with parking regulations.
The Division also plays an important role in public safety and community quality of life by helping keep emergency access routes clear, improving parking availability, addressing citizen concerns, and supporting orderly use of public spaces.
Supervised by the Parking Services Manager, the Division includes 7 Parking Enforcement Officers, 2 Parking Facilities Attendants, 3 Parking Equipment Technicians, and 2 Administrative staff members. The Division maintains a public counter located out of San Rafael City Hall with a satellite payment office at the Al Boro Community Center, ensuring access and visibility to community members throughout the city. The Manager is responsible for an enforcement operation that issues approximately 33,000 parking citations annually and a Division that oversees an operation with over $5,000,000 in yearly revenue.
The Parking Service Manager often works cross-departmentally with Public Works, Police and Fire to ensure safety for community events and is the Division representative for the City's Traffic Committee.

They possess strong financial and analytical skills, lead with integrity and accountability, and continuously seek innovative solutions to improve parking services, technology, and program performance.
