General Statement of Duties

The City of Eugene Parking Services Team is hiring a Parking Services Officer. Parking Services Officers enhance neighborhood livability and encourage economic activity by monitoring assigned areas, issuing parking citations, and responding to citizen complaints in order to enforce parking and related, non-moving traffic ordinances and policies. Officers are expected to work independently, but as part of a team, exercise flexibility, dependability, good judgment, and positive attitude to better our community.

Salary Range: $23.01 - $28.63 hourly / $47,860.80 - $59,550.40 Annually

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Work Location: Atrium Building. 99 W. 10th Avenue. Must reside in the State of Oregon and be able to report onsite in Eugene, Oregon for work as needed.

Schedule: Monday - Friday or Tuesday- Saturday, 8:00am to 5:00pm. Shifts that support events in the UO Campus area vary and may require working as late as 11:30pm.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Monitor city streets and off-street transportation facilities on foot or in a vehicle for compliance with applicable city codes. The objective of this responsibility is to promote public safety, economic activity, and neighborhood livability by providing a visible presence on the street through education, problem solving, conflict resolution, and gaining compliance with municipal codes, and regulations
  • Maintain detailed forms, records, and reports for use in enforcement activities through use of multiple technology- based applications.
  • Represent the City of Eugene in Municipal Court open sessions; prepare and present testimony at trial or for written appeals; act as an agent of the Court while impounding/releasing/towing vehicles; maintain and update case documentation, database records and program files for legal proceedings.
  • Respond to police and other referrals on abandon vehicles, writes citations, tags vehicles for impounds and schedules vehicles for tow, immobilizing and impounding vehicles in violation of codes.
  • Observe potential public safety or regulatory issues in the environment and refer to the appropriate departments/agencies (e.g., report infrastructure problems to Public Works, land use issues to Code Compliance, accidents or possible crimes to Eugene Police); assist federal, state and local law enforcement or other government and public agencies as appropriate (e.g. help locate vehicles/persons of interest, direct traffic, assist with emergency impounds of vehicles).
  • Provides recommendations to supervisor for changes in parking requirements in relation to parking demand and use, based on experience, observations, and knowledge of area businesses.
  • Actively supports and respects diversity in the workplace.

Experience

One year of public contact or customer service experience involving direct, in-person interactions with customers. One year experience in curb management, interpretation/compliance enforcement of municipal/state traffic and parking codes. social services, safety/security role or similar customer service role is preferred. Lived experienced, and/or experience working with people with mental health or addiction issues and people in trauma or crisis is preferred.

Education

High School diploma or equivalent. Coursework in Criminal Justice, Business or Public Administration, Public Relations, Counseling, Mental Health fields or related field is preferred.

Background

Must pass a background check.

License

Valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Certificate:

  • CPR/AED and First Aid training certificates, possession of, or ability to obtain within 30 days of hire.
  • State of Oregon flagger certification and DPSST certification possession of, or ability to obtain within 30 days of hire.

Working Conditions

Position requires constant sitting, bending, twisting, lifting, carrying, and stepping in and out of scooter. May require constant walking on foot patrols or riding a bicycle during scooter repair times. Work is performed in a field environment with exposure to adverse weather conditions; traffic noises, fumes and dust; and requires working in and around traffic. Sufficient mental concentration, visual acuity and manual dexterity required to safely drive scooter and work in traffic areas. Duties may involve dealing with difficult and confrontational situations and individuals.

Bilingual Pay Benefit

Per the AFSCME contract, the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the Citys Employee Resource Center division.
