Job Details
Key Responsibilities:
Payroll Management:
Lead and manage the accurate and timely processing of weekly payroll for approximately 500 employees across California.
Oversee the full-cycle payroll process for hourly and salaried employees, including the review and approval of employee hours, timecards, overtime, bonuses, deductions, and other compensation.
Manage complex union payroll and ensure compliance with applicable collective bargaining agreements, including union dues, fringe benefits, pension contributions, health and welfare contributions, and other contractual requirements.
Ensure compliance with applicable federal, California state, and local wage and hour laws.
Manage payroll requirements related to prevailing wage, certified payroll, public works projects, and union agreements, as applicable.
Review and validate payroll reports and work closely with Finance to reconcile payroll-related accounts, labor costs, and payroll accruals.
Maintain accurate employee, compensation, and payroll information within the company’s HRIS, payroll, and timekeeping systems.
Coordinate payroll tax reporting, garnishments, benefits withholdings, retirement contributions, and other employee deductions.
Research and resolve payroll discrepancies and employee payroll inquiries in a timely and professional manner.
Develop and maintain strong payroll controls, processes, procedures, and documentation.
Human Resources & Employee Relations:
Manage day-to-day HR operations and serve as a trusted resource for employees, field leadership, and corporate management.
Support the full employee lifecycle, including onboarding, employee changes, performance management, and offboarding.
Partner with managers to address employee relations issues, performance concerns, investigations, and workplace conflicts.
Ensure the consistent application of company policies, procedures, and employment practices.
Maintain employee personnel files and ensure compliance with recordkeeping and confidentiality requirements.
Support the development, implementation, and communication of HR policies and best practices.
Benefits & HR Administration
Oversee employee benefits administration, including health, dental, vision, retirement plans, and other employee benefit programs.
Serve as a liaison between employees, benefit providers, union representatives, brokers, and internal leadership.
Support annual open enrollment and employee communications related to benefits.
Administer and coordinate leaves of absence, including FMLA, CFRA, disability, and other applicable leave programs.
Compliance & Risk Management:
Ensure compliance with federal, California state, and local employment laws and regulations.
Maintain a strong working knowledge of California employment law, wage and hour regulations, and construction industry payroll requirements.
Support workers’ compensation administration, including coordination of claims and return-to-work programs.
Assist with payroll audits, union audits, certified payroll reporting, and government or agency requests.
Ensure compliance with I-9, new hire reporting, and other employment-related requirements.
Maintain the highest level of confidentiality with employee and company information.
Leadership & Process Improvement:
Lead, mentor, and develop HR and payroll team members as applicable.
Evaluate and improve HR, payroll, and timekeeping processes, systems, and internal controls.
Partner with Finance and Operations to improve workforce reporting, labor cost visibility, and payroll efficiency.
Prepare and analyze HR and payroll reports for management and executive leadership.
Participate in special projects and other strategic initiatives as needed.
