Position Description

This Payroll Manager - Finance position performs professional and managerial duties involved in overseeing and managing all day-to-day operations of the payroll division and participates in the more complex aspects of the payroll process. Performs related duties as required.

Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.

Typical Duties

  • Oversee bi-weekly, semi-monthly, and pension payroll .
  • Plans and recommends improvements in operating procedures.
  • Review and update or recommend policies, goals, and objectives for the division.
  • Monitor payroll processing to ensure compliance with federal and state wage and hour laws, internal policies, and industry best practices.
  • Supports system testing, payroll upgrades, and process improvement initiatives.
  • Evaluates staff procedures on a continuous\annual basis and recommends improvements where necessary.
  • Oversee and participates in periodic audits to detect discrepancies and implement corrective actions.
  • Ensure that proper amounts are deducted from employees paychecks for withholding tax, social security (FICA), deferred compensation, consolidated charitable donations, various insurance premiums, bond purchases, garnishments, Chapter 13 payments, and other deductions.
  • Develop, implement, and improve payroll accounting procedures and internal controls.
  • Review payroll costing, costing of payments, and prepare payroll-related journal entries.
  • Compile and analyze various statistical data\key performance indicators (KPI).
  • Coordinate with Human Resources, Division of Accounts, Legal, and other stakeholders to resolve payroll discrepancies and accounting issues.
  • Ensure monies are collected to satisfy garnishments, child-support, Internal Revenue, and other levies.
  • Maintain confidentiality of payroll and employee financial information.
  • Attend various meetings as required.

Minimum Qualifications

Bachelors Degree in Business Administration, Public Administration, or a closely related field from an accredited college or university and five (5) years of general administrative experience at a professional level, including two (2) years of supervisory experience.

OR

Bachelors Degree from an accredited college or university and five (5) years of general administrative experience at a professional level, including two (2) years of supervisory experience. Three (3) years of the experience must be in Accounting, Auditing, Payroll, or other financial related experience.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Possess knowledge and understanding of payroll, payroll tax laws and regulations.
  • Experience with payroll accounting, payroll costing, and payroll journal entries.
  • Proficient in the use of Microsoft Word, Excel, Oracle or similar payroll systems, Kronos or other time and attendance software applications.
  • Fundamental Payroll Certification (FPC)/ Certified Payroll Professional (CPP) or equivalent designation preferred.
  • Possess excellent customer service, communication skills and strong attention to details.
