Job Description

The Department of Corrections, Division of Administrative Services, is recruiting for a Payroll Services Supervisor position located in Juneau, Alaska.

What You Will Be Doing:

  • Manage the Department of Corrections' payroll operations and provides leadership and direction to technical staff responsible for payroll and leave processing, as well as personnel transaction support.

  • Oversee the review, entry, and certification of personnel actions and payroll documents within the State of Alaska Payroll System, ensuring compliance with AS 37.05.020.

  • Supervise a small team of 2 HR technicians, ensuring timely and accurate processing, auditing, and reconciliation of all pay and service-related actions for multiple divisions.

  • Through staff, ensure completion of payroll reconciliations, payroll and leave activity reporting, and resolution of discrepancies.

  • Act as the agency's primary payroll certifier, maintaining strong internal controls and data integrity, and handling complex payroll tasks while training staff to grow their capabilities.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
  • Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Any combination of preparatory post-secondary education and/or progressively responsible experience in payroll services, human resource management, business administration, supporting management in running an organization/enterprise or supporting professionals working in human resources (such as recruitment, payroll, classification and compensation, employee and labor-management relations, employer provided benefit programs, employment law compliance, or employee training).

Special Note:

"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.

"Training" and "education" in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

"Progressively responsible" means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

"Human resource" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll processing or system administration, or labor relations. Supervision of subordinates does not in itself constitute human resource work.

SPECIAL NOTICE

  • The State of Alaska is realigning payroll services by decentralizing payroll functions for seven (7) departments, including the Department of Corrections. The incumbent of this position will be initially appointed in the Department of Administration, Division of Finance and may initially be physically located withing the Department of Administration. The position will transfer effective July 1, 2026.

Please be aware - this position requires the use of the Alaska Public Safety Information Network (APSIN). A security clearance issued by the Department of Public Safety (DPS) is necessary to use APSIN. DPS will deny security clearance for any applicant who has been convicted of a felony or misdemeanor in this state or another jurisdiction, or who may be a fugitive from justice. Additionally, security clearance will be withdrawn if DPS discovers that material information was falsified or omitted at the time of the initial application for security clearance.
