ATTENTION ALASKA RESIDENTS!

The Department of Transportation and Public Facilities (DOT&PF), Program Management and Administration, is looking for a Payroll Supervisor to help us Keep Alaska Moving!

What you will be doing:

If you enjoy leading people, fostering a positive team culture, and making a direct impact, this position may be for you. As the Payroll Supervisor, you will lead and support payroll staff responsible for one of the State's largest and most complex payroll operations while helping create an environment where employees feel valued, supported, and empowered to grow.

In this role, you will mentor and develop staff, promote collaboration and knowledge sharing, and help build a workplace culture focused on engagement, accountability, and retention. You will oversee payroll operations to ensure compliance with applicable rules and regulations, resolve complex payroll and personnel issues, and serve as a trusted resource to managers and employees. You will also monitor workloads, identify opportunities for process improvement, and help ensure payroll services are delivered accurately, timely, and with a strong customer-service focus.

Our organization, mission, and culture:

DOT&PF's mission is to "Keep Alaska Moving" and our HR vision is "We will work to serve the department by being a trusted resource, strategic partner, leader, and innovator in the delivery of human resource services."

This is an exceptional opportunity for a payroll professional who enjoys solving complex payroll, leave, and compensation challenges and thrives in maintaining accuracy and compliance within a highly specialized, non-integrated payroll system.

The benefits of joining our team:

You will join a collaborative and experienced HR team that values professionalism, innovation, and continuous improvement. This position offers a unique opportunity to help build the future of payroll services within DOT&PF as the department expands its payroll operations and develops long-term payroll capacity, expertise, and service delivery.

The work performed in this position has a direct impact on employees throughout Alaska and provides an opportunity to contribute to lasting organizational success.

Please see here for more information: https://doa.alaska.gov/dop/workplace/benefits/.

The DOT&PF core values are integrity, excellence, respect, and safety. We support an environment focused on teamwork and collaboration to achieve results. We succeed in achieving our transportation mission through building credibility with our customers, stakeholders, and the public.

The working environment you can expect:

Our office is located in Juneau with convenient access and ample parking. You will join a team navigating an exciting period of growth and transformation as DOT&PF expands its payroll operations, providing opportunities to collaborate with staff and leaders across the department while helping shape the future of payroll services.

Who we are looking for:

To be successful in this position, the selected candidate will possess the following competencies:

Minimum Qualifications

Competency Description

The competency description(s) listed below have been designed to promote a common understanding of the essential elements of the job class. They highlight the more general and customary knowledge, skills, abilities (KSAs), tasks, and behaviors used to describe the competency. They typically list expectations, as opposed to specific tasks, and are to be used only as parameters and guidelines. A competency's description is not intended to exclusively define every KSA, task, and behavior needed to successfully meet the competency, but rather to provide the manager/agency with a broad reference of options as to how an applicant can meet the job expectation.

Please ensure your application (through work history, training, education, licenses, certifications, etc.) supports/demonstrates you possess the minimum required competencies for the job class.

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations.
  • Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Assignments include the authority and responsibility to recommend or independently take action to employ (i.e., appoint, transfer, promote), discipline or discharge, or adjudicate grievances of direct reports.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform ones job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or progressively responsible experience in payroll services, human resource management, business administration, supporting management in running an organization/enterprise or supporting professionals working in human resources (such as recruitment, payroll, classification and compensation, employee and labor-management relations, employer provided benefit programs, employment law compliance, or employee training).

Special Note:

"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.

"Training" and "education" in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

"Progressively responsible" means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

"Human resource" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll processing or system administration, or labor relations. Supervision of subordinates does not in itself constitute human resource work.

Additional Required Information

At time of interview, applicants are requested to submit (if not already attached to your application):

  • Three (3) professional references, one (1) of which should be from a former or current supervisor.

It is your responsibility to provide such evidence when applying.

WORK EXPERIENCE

Applications will be reviewed to determine if the responses are supported, and minimum qualifications are clearly met. If they are not, the applicant may not advance to the interview and selection phase of the recruitment.

NOTE: Attaching a resume or curriculum vitae is not an alternative to filling out the application in its entirety. Noting "see resume or CV" or any similar response on any portion of your application may lead to a determination your application is incomplete and removal from consideration for this job posting.
