Job Summary
As a Payroll Specialist at BPMI, you will perform moderately complex critical business functions to execute the BPMI mission in areas including but not limited to all aspects of BPMI payroll operations for over 1,000 employees who perform work primarily in two states, Pennsylvania and New York. The Payroll Specialist is responsible for processing pay on a semi-monthly basis for all employees including full-time, part-time, casual, exempt, non-exempt, and represented employees. You will work with a small team and utilize ADP, Oracle Time and Labor, and SAP Success Factors to accomplish payroll tasks.
Essential Duties:
Perform all aspects of BPMI Payroll with limited oversight.
Enter or review routine to moderately complex payroll data as needed in ADP from the timekeeping systems, People Operations, and third-party benefit vendors for the processing of semi-monthly payroll.
Adjust pay rates, taxes, and deductions as required.
Research, resolve, and communicate timely and effectively on routine to moderately complex pay related inquiries that originate from internal (People Operations, employees, management) and external (Bechtel, Audit Agencies, Government Customer, Vendors) stakeholders.
Prepare journal entries and reconcile associated payroll general ledger and bank accounts with limited oversight.
Ensure payroll is processed and reconciled in compliance with tax regulations, company policies, and generally accepted accounting principles.
Stay abreast of federal and state regulations related to BPMI payroll and update policies and procedures as needed to reflect current requirements.
Exercise appropriate high-level discretion in the processing, discussion, and transmitting of sensitive employee and company data.
Support internal and external audits by various agencies including Defense Contractors Auditing Agency (DCAA) with limited oversight.
Participate in or lead department or companywide initiatives for process improvements, operational effectiveness, and system upgrades.
Propose long-or short-term business objectives to be included in future business plans as related to payroll operations.
Other routine to moderately complex accounting duties as assigned or requested.

Minimum Job Requirements:
Bachelor's degree in Business Administration, Finance, Accounting, Management, or equivalent from an accredited college or university.
A minimum of four (4) years of relevant experience.
Twelve (12) or more years of completed education and/or relevant experience may be considered to satisfy educational and years of experience requirements.
Requires a security clearance, however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy security clearance is required.
Preferred Job Requirements:
Processing and/or system analyst experience working with ADP Enterprise, Oracle Time and Labor, and SAP Success Factors.
Related Payroll certification (Certified Payroll Professional (CPP), Certified Payroll Specialist (CPS), etc.)
Strong interpersonal, verbal, and written communication skills.
Ability to work independently and collaboratively in a team environment, with strong attention to detail and deadlines.
