Job Title: Payroll Specialist

Wage/Hour Status: Nonexempt

Reports to: Payroll & Benefits Coordinator

Pay Grade: Para / Clerical PG 7

Dept./School: Business Office

Work Days Scheduled: 226

Fund: General/Local

PRIMARY PURPOSE: Prepare payroll for the district, including related reports and deposits. Work under supervision to ensure accurate and timely preparation of payroll records by following prescribed procedures and regulations.

Qualifications:

High School Diploma; Bachelor's degree, preferred

Special Knowledge/Skills:

  • Knowledge of Skyward software, preferred
  • Knowledge of basic payroll accounting procedures
  • Knowledge of payroll related account codes as established by the TEA FASRG
  • Ability to maintain accurate and auditable records
  • Effective organizational, communication, and interpersonal skills
  • Ability to clearly communicate payroll principles to employees in understandable terms, both in written and verbal form
  • Knowledge of the Affordable Care Act in relationship to payroll and its reporting requirements
  • Proficiency in typing, keyboarding, calculator (10-key touch), and file maintenance
  • Ability to use personal computer and software to develop spreadsheets, databases, and word processing
  • Proficiency in Microsoft Excel/Google Sheets
  • Ability to work with numbers in accurate and rapid manner to meet established deadlines
  • Bilingual, preferred

Experience:

  • Three years of payroll accounting experience

MAJOR RESPONSIBILITIES AND DUTIES:

Payroll Accounting

  • Prepare accurate district payroll for distribution to employees following established procedures.
  • Receive and audit time sheets and determine dock and/or donated days for all district employees.
  • Calculate employee wages, salaries, hours worked, overtime pay, and determine withholdings, deductions, and net pay.
  • Balance payroll earnings and deductions with the assistance of Employee Benefits Administrator.
  • Provide information to the Business Office to initiate related transfers of funds and deposits.
  • Maintain district payroll registers, employee payroll information, and other original documentation in an orderly and accurate manner in accordance with state, federal, and district requirements.

Data Entry

  • Prepare and post all payroll changes including payroll deductions, salary changes, termination, and new employee information.

Records and Reports

  • Compile, maintain, and file all reports, records, and other documents as required including maintaining payroll records, government reports and service records.
  • Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas Workforce Commission, Workers' Compensation Commission, and any other required reporting entity.

Other

  • Work cooperatively and communicate effectively with the human resource department, principals, campus and department secretaries, and employees to ensure accuracy of information reported; resolve payroll problems and inquiries.
  • Maintain confidentiality of information.
  • Follow District safety protocols and emergency procedures.
  • Serve as a backup to the Benefits Department as needed to serve the employees of the district.
