Land Development Services (LDS) is the steward of the countys land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the countys economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. LDS is seeking a Human Resource Generalist I to support payroll operations, recruitment, certification management, HR programs, and customer service. This role works under direct supervision and requires strong analytical skills, independent judgment, and broad HR knowledge.

Key Duties:

Payroll Supervision

  • Supervise LDS payroll staff and ensure accurate bi-weekly payroll processing.
  • Review personnel actions, pay adjustments, promotions/demotions, transfers, and acting pay.
  • Conduct payroll audits, prepare corrections, and coordinate with DHR Payroll.
  • Maintain personnel records and develop SOPs and job aids.
  • Support onboarding and offboarding processes, including background checks and NEOGOV tasks.

Recruitment & Selection

  • Manage full-cycle recruitment for LDS from requisition through candidate selection.
  • Develop job ads, preferred qualifications, and supplemental questions.
  • Coordinate interviews, train panel members, review documentation, and close out recruitments.
  • Support career fairs and serve as a resource to hiring managers.

Certification Program

  • Oversee LDS certification requirements, track compliance, maintain documentation, and communicate updates to staff and supervisors.

Programs & Reporting

  • Manage LDS awards program and county award submissions.
  • Prepare HR analytics, vacancy reports, and other data using FOCUS, PEAQ, Smartsheet, and related systems.
  • Assist with HR policy development and support ADA and FMLA processes, including eligibility reviews, coding, tracking, and notifications.

Customer Service & Collaboration

  • Provide timely HR support via in-person, phone, and virtual channels.
  • Collaborate across units to ensure efficient service delivery.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelors degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience reviewing personnel actions, pay adjustments, and time reporting.
  • Experience with onboarding/offboarding processes, including background & Credit checks and NEOGOV tasks.
  • Leading or supervising a group of people
  • Experience managing full-cycle recruitment, including job ad creation, screening, and interview coordination.
  • Experience training others and ensuring documentation accuracy.
  • Experience tracking training, compliance requirements, or similar credential programs.
  • Proficiency with NEOGOV, FOCUS, PEAQ, JDMS, or other HR systems.
  • Experience providing HR customer service in a fast-paced environment with strong written and verbal communication skills.

PHYSICAL REQUIREMENTS:

Employee may be required to lift up to 25 lbs. Incumbent must be able to operate keyboard driven equipment. Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor. Must be able to communicate with others. All duties performed with or without reasonable accommodations.
