Position Overview
The Payroll Tax Manager is responsible for overseeing payroll tax activities within the Payroll Operations function, including payroll tax administration, compliance, reporting, reconciliation, and support for mergers and acquisitions.
This position serves as a Subject Matter Expert (SME) for payroll tax and partners closely with Payroll leadership, Corporate Accounting, Treasury, internal stakeholders, and managed service providers. The Payroll Tax Manager ensures federal, state, and local payroll taxes are accurately funded, reconciled, reported, and filed within required deadlines.
The position supports a complex, large-scale payroll environment involving multiple legal entities and tax jurisdictions.
Key Responsibilities
Payroll Tax Administration & Compliance
- Serve as the Subject Matter Expert and functional leader for:
- Payroll Tax
- State Unemployment
- Workers' Compensation
- Escheatment
- Perform and oversee payroll tax administration for 25+ federal legal entities, 250+ state jurisdictions, and 75+ local tax jurisdictions.
- Ensure federal, state, and local payroll taxes are accurately funded, reported, reconciled, and filed on time.
- Research and resolve payroll tax issues, including tax overpayments and underpayments.
- Prepare and manage applications for payroll tax refunds and credits.
- Complete new payroll tax account registrations and monitor existing accounts.
- Remain current on federal, state, and local payroll tax regulations and ensure required changes are properly implemented within payroll systems.
- Ensure Workers' Compensation, escheatment, tax reporting, and related analyses are completed accurately and within required deadlines.
Payroll Tax Reporting & Reconciliation
- Partner with Corporate Accounting to resolve payroll tax and General Ledger (G/L) reconciliations accurately and timely.
- Review payroll schedules and tax-related payroll data for accuracy.
- Generate standard, custom, and ad hoc payroll reports.
- Produce multi-jurisdictional monthly, quarterly, and annual payroll tax reporting.
- Review quarterly and annual W-2 filings.
- Review applicable wage types and ensure proper mapping of new wage types to W-2 boxes.
- Identify reporting discrepancies and partner with appropriate stakeholders to resolve data and reporting issues.
- Identify and recommend improvements to payroll tax reporting processes.
Managed Services & Stakeholder Management
- Partner with managed service providers to ensure payroll tax data is received, verified, reconciled, funded, and reported accurately.
- Troubleshoot payroll tax issues with internal stakeholders and external service providers.
- Define reporting requirements and resolve reporting or data-related issues.
- Provide excellent customer service and payroll tax support to internal and external stakeholders.
Mergers & Acquisitions
- Manage payroll tax activities associated with mergers, acquisitions, and business integrations.
- Ensure timely and accurate payroll tax integration for newly acquired or merging businesses.
- Complete required tax registrations associated with acquisitions and organizational changes.
- Ensure newly integrated entities comply with applicable payroll tax requirements.
Accounting, Treasury & Controls
- Partner with Treasury to execute payroll funding and escheatment activities.
- Support payroll-related General Ledger reconciliations.
- Complete internal and external audit requirements.
- Maintain appropriate supporting documentation for audits and reconciliations.
- Ensure compliance with established internal controls and company policies.
- Maintain compliance with SOX, data privacy, data security, and confidentiality requirements.
Process Improvement & Special Projects
- Analyze existing payroll tax processes and identify opportunities for improvement.
- Recommend enhancements to payroll reporting, controls, and operational processes.
- Support special payroll and payroll tax projects as required.
Required Qualifications
- Minimum 10 years of payroll tax, payroll auditing, and/or related experience within a large, complex, multi-national and multi-legal-entity organization.
- Minimum 7 years of experience utilizing payroll systems to create, analyze, reconcile, and troubleshoot payroll data.
- Extensive experience with multi-state and multi-jurisdictional payroll taxation.
- Strong understanding of the end-to-end payroll process.
- Demonstrated knowledge of federal, state, and local payroll, labor, and employment tax regulations.
- Experience with payroll tax reporting, reconciliations, filings, and compliance.
- Advanced proficiency with Microsoft Excel.
- Strong analytical and problem-solving skills.

- Ability to manage multiple competing priorities and deadlines.
- Excellent written and verbal communication skills.
- Ability to handle sensitive employee and payroll information with strict confidentiality.
Preferred Qualifications
- Bachelor's degree in Finance, Accounting, or a related discipline.
- Experience with:
- SAP Financials
- ADP GlobalView
- Ceridian Dayforce
- SuccessFactors
- Payroll experience supporting mergers and acquisitions (M&A).
- Certified Payroll Professional (CPP) certification.
- Master of Science in Taxation (MST).
