Hours:

8 hours per day / 5 days per week / 12 months per year

Salary Range:

$24.00 to $28.60 per hour

Job Goal:

Under general supervision, processes district payroll for all employee groups and assists in processing pay data for licensed and administrative employee groups.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

This list of Essential Duties and Responsibilities is not exhaustive and may be supplemented with other duties as assigned by the Supervisor.

  • Coordinate all operations of the payroll department; process district payroll for all employee groups and verify accuracy and completeness.
  • Prepare and balance payroll summaries.
  • Assist with coding and accuracy of pay rate on all ePARs and reconcile ePAR information.
  • Verify, investigate, compile documentation, and process special checks.
  • Process direct deposit for all employee groups.
  • Prepare and process computations and deduction implementations of IRS, Family Support, and garnishments in compliance with NRS and federal requirements.
  • Process W-2's for all employees; maintain W-2's and W-4's in a manner consistent with federal requirements for all employee groups.
  • Generate and process reports based on personal initiative, or as directed.
  • Confer with school/department representatives to clarify payroll inquiries.
  • Route paychecks for distribution to employees district-wide.
  • Process various payroll transactions, such as contract payoffs, terminations, responsibility pay, extra-duty pay, coaching, and stop payments.
  • Investigate/research questionable data and take corrective action, when necessary to resolve payroll inquiries and problems.
  • Prepare instructional correspondence for materials sent to answer requests and complete forms.
  • Assist employees with PERS issues related to enrollment, retirement, and separations. Maintain and reconcile data to generate forms and reports required by PERS and NCSD in a timely manner.
  • Compute wage and overtime payments, and establish hourly wages from Negotiated Agreements and/or district salary schedules.
  • Post changes in pay and tax status, and miscellaneous changes.
  • Balance and control earnings and deduction totals.
  • Inspect automated system output, such as registers and standard reports, for accuracy and completeness.
  • Perform other tasks related to area of responsibilities as assigned by Supervisor.

POSITION EXPECTATIONS

Knowledge, Skills and Abilities:

  • Knowledge of federal and state laws, NCSD Policies and Administrative Regulations, all Negotiated Agreements, public and administrative practices, governmental controls, and record retention requirements pertaining to payroll procedures, principles, and functions.
  • Knowledge of general office procedures, business machines, computers, word processing, and various software programs.
  • Knowledge of computer software and payroll applications, and mainframe computer data entry procedures.
  • Demonstration of responsible decision making and ability to research and organize complex records, confidential records, data processing/analysis, and performance of duties at a responsible level with minimal supervision.
  • Possess excellent written and oral communication skills, organizational skills, interpersonal skills and analytical ability.
  • Ability to prepare and disseminate accurate hourly and salaried payrolls for district employees utilizing substantial judgment and analytical ability.
  • Ability to perform complex mathematical and statistical analysis.
  • Ability to plan and organize work activities, work under pressure, meet deadlines, and exercise flexibility with new tasks as priorities change.
  • Ability to concentrate on accuracy of details, maintain detailed records, and apply established procedures to work activities.
  • Ability to assist district level administration with privileged information while maintaining the highest degree of confidentiality.
  • Demonstrated ability to promote positive public relations and communicate tactfully and diplomatically with administration, district staff, school board members, co-workers, outside agencies, and the public.
  • May work extended hours to provide support and to meet deadlines.
  • Familiar with and assists with implementation of all district policies and administrative regulations as related to specific assignment.
  • Familiar with and understands FERPA, HIPAA, and other confidentiality situations and guidelines in the education setting.
  • Recognizes and reports hazards, and conforms to safety standards as prescribed.
  • Recognizes and notifies administrators of unauthorized persons on campus, and/or of issues that require immediate attention.
  • Familiar with district and site emergency/crisis response procedures, plans and drills, (e.g. fire drills, bomb threats, lock-downs, etc.).

POSITION REQUIREMENTS

Education, Training, and Experience:

  • Minimum of High School Diploma or equivalent
  • Minimum of three (3) years practical experience in payroll procedures

Licenses and Certifications:

  • Valid Nevada driver license

Screening and Compliance:

  • Ability to pass State and Federal criminal background check
  • Compliance with NCSD Drug and Alcohol Testing Policy

Working Conditions:

Office or suitable workspace with computer and office equipment necessary to carry out functions of position.
