PURPOSE

This is a single position classification, assigned to the Finance Department. This position is responsible for performing technical accounting duties involving payroll. This position reports to the Accounting Manager.
ESSENTIAL FUNCTIONS

Processes bi-weekly and monthly payroll for all city employees.
Prepares the quarterly State Industrial Insurance System Report stating the payroll for each division in the City.
Prepares the quarterly Federal withholding tax report stating the amount of tax liability, and resolves any discrepancies.
Prepares a quarterly report for the State Employment Security Department stating the amount of the payroll for the City as well as other pertinent data.
Prepares the monthly health insurance payment and checks for accurate payment of medical, life, dental, vision, long term disability, voluntary accident, and voluntary life.
Prepares monthly accruals report and distributes to department heads and supervisors.
Prepares and mails invoices for retirees insurance monthly and records receipts.
Processes payment for all employee benefits to vendors.
Reviews, calculates, and performs all payroll adjustments preparing data processing.
Maintains records of all employee deductions and disburses funds in accordance with such deductions.
Processes W-2 at end of year for all current and former City employees.
Verifies room tax reports and remittance received from hotels and motels, and prepares remittance to Las Vegas Convention Vis. Authority, the State of Nevada, and Clark County.
Reviews and post payment journals and general-ledger entries.
Assist department finance managers as needed.
MINIMUM QUALIFICATIONS
Associate's Degree in business administration, or related field. Three (3) years of increasingly responsible experience in the maintenance of financial, payroll, and related statistical records. Note: An equivalent combination of related training and experience may be considered.
Must possess and maintain a valid Nevada or "border state" driver's license, as defined by NRS 483.
Must pass a nationwide fingerprint-based record check, and a wants/warrants check.
SUPPLEMENTAL INFORMATION
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of business English; payroll procedures; modern office practices.
Skill in using personal computers, facsimile machines, ten-key adding machines, cash registers, and telephones.
Ability to compute and prepare the Citys payroll and payroll changes in an accurate and timely fashion in accordance with departmental procedures; exercise considerable discretion concerning information of a confidential nature; establish and maintain effective working relationships with fellow employees and the public; understand and follow written and verbal instructions; perform accurate mathematical calculations in connection with the payroll; maintain accurate payroll and accounting records; prepare accurate reports; operate common office equipment; communicate with other individuals both in person and over a telephone.

PHYSICAL AND MENTAL REQUIREMENTS/WORK ENVIRONMENT
General Physical Requirements Exerting up to 25 pounds of force occasionally and/or a negligible amount of force constantly to move objects. Must be able to lift a minimum of 15 pounds unassisted. If the use of arm and/or leg controls requires exertion of force greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.

Visual Acuity The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and/or assembly of fabrication of parts at distances close to the eyes.
Working Conditions The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.

Retirement - 36.75% of your salary provided through the Nevada Public Employees' Retirement System (PERS). The City of Boulder City provides an Employer Pay Contribution Plan (EPC). Under this pre-tax plan, the employer pays the PERS contribution on your behalf. Future PERS increases are split between the City and the employee through a salary reduction in lieu of a pay raise.
Holidays - Twelve and a half (12.5) holidays, and one (1) floating holiday per calendar year.
Deferred Compensation Plan - The City offers a 457 Plan, a government deferred compensation plan similar to a 401(k) plan.
Annual Leave - Hours accrued each year:
Date of Hire to one year of eligible employment: 80 Hours
One year of eligible employment to ten consecutive years of eligible employment: 120 hours
Ten consecutive years of eligible employment to fifteen years of eligible employment: 160 hours
More than fifteen consecutive years of eligible employment: 200 hours
Sick Leave - Accrual is at the current rate of 10 (ten) hours per month.
Social Security - Not deducted from your income, as you will belong to the regular Public Employees Retirement System (PERS) with the State of Nevada. Your portion of the Medicare tax will be deducted from your pay, along with federal withholding.
