The People Operations Specialist is responsible for ensuring the agency actively recruits and supports staff in Human Resource (HR) functions, including but not limited to Employee (EE) benefits, onboarding, separations, training opportunities, etc. The position works with the Associate Director of Program Operations in investigating and maximizing our (medical, life, dental, etc) insurance benefits are aligned with agency and staff needs, The People Operations Specialist also ensures agency compliance with all local, State, and Federal guidelines, laws, practices aligned with the agency’s contracts and grants. Wah Mei School currently employs approximately 75 full- and part-time staff.
This position is roughly 10-15 hours per week.
What you'll do
Oversight of agency’s human resource functions including, recruitment of staff, onboarding, record keeping, separation, and transfer of duties / supervision
Work with managers to develop and implement recruitment plan and oversee the recruiting, interviewing & selection process for new hires
Manages the work flow, transactions, reporting & record keeping aspect, including benefits and compliance
Effectively respond and address staff needs/concerns in alignment with agency’s HR policies within the Employee Handbook
Work with fiscal department on the semi-monthly processing of electronic payroll
Conduct training courses, support workshops, 1:1 coaching with HR content to include open communication, update legislative procedure, handbook/ policies & code of conduct
Provide HR guidance to employees and managers with regard to benefits, compensation, training, company policies, payroll, etc
Post job openings across multiple platforms
Review and screen candidates; follow hiring procedures
Maintain accurate documentation regarding mandated staff trainings and required activities (ie: Sexual Harassment, Mandated Reporter, immunization and vaccinations, and First Aid)
Ensure the agency remains in compliance with all local, state, and federal guidelines including but not limited to labor laws, Title 22, and Title 5 regulations
Conflict resolution, bridging the relationship between managers and employee
Conduct exit interviews and perform qualitative data analysis of turnover, discipline, and other metrics.
Assist, support, and lead special projects and program events (ie: Chinese New Year, cultural celebrations, festivals, special events, etc)
Assist and support agency special projects and program events (ie: holiday dinner, Spring Gala, Meet & Greet Picnic, etc), as needed.
Attend community events, agency meetings, activities, and special gatherings, as warranted. Participate in agency-wide activities, as appropriate.
Attend trainings, workshops, and management, team, and staff meetings as required
Other duties as assigned
Qualifications
Knowledge/Experience/Skills Required:
One year experience in People Operations / HR capacity
Ability to hold a high degree of confidential information and documentation secured
Ability to build, secure, maintain, and monitor a high degree of trust among staff
High level capacity to hold multiple interests / ideas at the same time
High degree of professionalism, written, verbal, and interpersonal
Knowledge of employment laws and regulations & standard management operations
Effective written, oral, and verbal communication with community stakeholders
Bilingual or trilingual (Cantonese, Mandarin, English) language, preferred
Detail oriented and ability to concurrently manage various topics, activities, events, programs, etc
Interest in supporting staff via HR tools, training, effective listening, active engagement, and exploration of best practices
Expressed interest and active engagement in support of the agency’s mission, programs, activities, and events
Ability to occasionally lift up to 40 pounds
Education Required:
Bachelor’s in Business, Psychology, Social Work and or related fields. Experience may substitute for formal education
