SummaryIn addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future career service Project/Program Manager IV positions within the Department of Natural Resources & Parks (DNRP) over the next 6 months.About The RoleThe Performance Measurement Lead (Project/Program Manager IV) will design, build, and continuously improve DNRP's performance measurement systems and reporting tools. The role combines technical and strategic responsibilities, including developing dashboards in Power BI, leading data‑driven conversations, and applying an equity lens to identify and address service gaps.ResponsibilitiesBuild, implement, and maintain a department‑level business intelligence reporting system and process using Microsoft data visualization tools (Power BI) to make information accessible.Collaborate with department and division leaders, data analysts, and continuous improvement staff to identify key performance indicators that provide actionable insights.Lead business intelligence meetings to provide regular management data updates for data‑informed decision making.Continuously improve the system as staff and leaders mature in their use of management data, guiding the development of division dashboards and management data systems as requested.Lead performance measurement projects with divisions to develop measurement tools and fill in data gaps; coach division staff on identifying good key performance indicators.Collaborate with the Executive Office Performance and Accountability team to give visibility to County senior leaders on DNRP operational performance.Serve as technical expert and advisor for enterprise data systems and data visualization for the department.QualificationsExperience collecting and developing data visuals from multiple sources in dashboards to support leadership decision making.Ability to turn raw data into actionable insights and compelling visual stories.Experience with data cleaning, data visualization, data architecture, and business intelligence strategies.Experience building strong relationships across complex organizations with multiple lines of business.Ability to communicate complex information clearly and persuasively, both in writing and verbally, to diverse audiences.CompetenciesTech savvy and anticipating innovations in business technology.Manages complexity and solves problems with high‑volume, contradictory information.Cultivates innovation and creates better ways for the organization.Optimizes work processes with focus on continuous improvement.Collaborates and builds partnerships to meet shared objectives.Communicates effectively with diverse audiences.Instills trust through honesty, integrity, and authenticity.Nimble learning by experimentation.Preferred ExperienceExperience using technology to streamline business processes.Experience teaching laypersons about data analytics and KPIs.Working ConditionsWork Location: Hybrid model with days in the office at King Street Center, 201 S.
