Primary Purpose

  • Kinder Morgan is the largest independent terminal operator in North America, operating a reliable network of terminals supporting storage, distribution, blending, and logistics for a wide range of products.
  • The Permit Writer reports directly to the Operations Manager and is responsible for issuing, reviewing, coordinating, and maintaining safe work permits for Kinder Morgan employees and contractors performing maintenance, construction, and operational activities. This role ensures all permitted work is executed in compliance with applicable Environmental, Health, and Safety (EHS) requirements, with emphasis on high-risk activities such as hot work, confined space entry, line breaking, working at heights, and energy isolation.
Essential duties and Responsibilities 

  • Serve as the site Subject Matter Expert (SME) for safe work permitting, including review, approval, tracking, and filing of permits.
  • Verify that Lockout/Tagout (LOTO) activities are completed in accordance with company policies and procedures.
  • Conduct pre-job and ongoing safety checks, including verification of Job Safety Analyses (JSA/JHA), hazard controls, and atmospheric testing requirements when applicable.
  • Coordinate and oversee 811 (Call Before You Dig) documentation associated with permitted work, while assisting with line locating in accordance with internal and external 811 locate requests and successfully completing Kinder Morgan Right of Way (ROW) College training.
  • Required to maintain Operator Qualification (OQ) certifications, including opacity and other compliance-related tasks, as needed per terminal operational needs and in accordance with company and regulatory standards.
  • Serve as the site Facility Security Officer (FSO) and ensure compliance with applicable security requirements.
  • Coordinate with third-party fire protection vendors to ensure required inspections and servicing of fire extinguishers and related equipment for the Pemex Refinery and facility complex.
  • Support development, implementation, and continuous improvement of safety and compliance programs through routine field assessments, job audits, inspections, and participation in formal and informal audits.
  • Participate in incident investigations and root cause analyses as assigned.
  • Assist EHS staff in maintaining compliance with environmental regulations, including NPDES, SPCC, SWPPP, RCRA, and Storm Water requirements.
  • Assist with industrial hygiene monitoring, including field monitoring and atmospheric sampling.
  • Support inspection, maintenance, and readiness of emergency and safety equipment (e.g., eyewash stations, safety showers, AEDs, PPE, fire monitors).
  • Assist with spill response activities as needed.
  • Support facility safety committees and assist site personnel with interpretation and implementation of company policies.
  • Generate weekly CAM and Maximo reports for facility personnel and regional management.
  • Perform other duties as assigned



Minimum Requirments

Education

  • High School Diploma or GED is required.
Experience / specific knowledge
  • 3–5 years of experience working in a terminal or similar industrial environment.
  • 2–3 years of experience issuing or coordinating safety work permits.
  • Proficiency in Microsoft Outlook, Word, Excel, and PowerPoint.
  • Ability to perform Crew Leader–level responsibilities when required by facility needs.
Certification, licenses, registrations:
  • Must possess and maintain a valid motor vehicle operator's license and have a driving record satisfactory to the company and its insurers and must be willing to use a company vehicle in the course of employment.
  • Must pass and complete Safety training/certification as required by customers to work in their facilities and as required by Kinder Morgan at all locations, such as DISA and/or ISTC background checks may be required; Transportation WorkersMust possess and maintain a valid motor vehicle operator's license and have a driving record satisfactory to the company and its insurers and must be willing to use a company vehicle in the course of employment.Must pass and complete Safety training/certification as required by customers to work in their facilities and as required by Kinder Morgan at all locations, such as DISA and/or ISTC background checks may be required; Transportation Workers Identification Card (TWIC) is required.
  • Must possess or have the ability to obtain FAA Drone Pilots License.Valid motor vehicle operator’s license with an acceptable driving record.

Physical demands
  • Prolonged standing, walking, climbing, bending, and reaching.

  • Respirator use and fit testing may be required

Working Conditions
  • Regular exposure to moving mechanical parts, airborne particles, and fumes.
  • Frequent exposure to elevated work areas and electrical hazards.

  • Outdoor work in varying and adverse weather conditions.

Preferrad education expweience certifcations competencies skills and aabilities: 
Above the minimum requirements: not required but adantageous in this postion 
  • Heavy equipment certifications.
  • Prior experience operating heavy equipment (e.g., dozers, cranes, front-end loaders).
  • Experience with ship loading, railcar operations, conveyors, or overhead cranes.
