This opportunity resides with All-Domain Operations (ADO), a business group within HII's Mission Technologies division. All-Domain Operations comprises multi-domain operations, platforms and logistics, and intelligence operations.

Who We Are

HII-Mission Technologies is seeking a Small Business Innovation Research/ Small Business Technology Transfer (SBIR/STTR) Due Diligence Specialist to serve in the Office of National Security (ONS), within the Immediate Office of the Secretary at the U.S. Department of Health and Human Services (HHS). The specialist will support ONS by conducting national security due diligence and research security assessments of SBIR/STTR companies, key personnel, researchers, and affiliated entities to identify foreign ownership, control, or influence (FOCI), foreign affiliations, research security concerns, supply chain vulnerabilities, technology transfer risks, and other national security indicators. The specialist will leverage commercial data sources, open-source information, U.S. Government information, and, when authorized, classified reporting to assess corporate ownership, investment and financial relationships, researcher affiliations, intellectual property, foreign collaborations, and related risks, while supporting the development of standardized risk-based screening, enhanced due diligence, case management, and analytic methodologies across HHS SBIR/STTR programs.

ONS provides Counterintelligence, Intelligence, and administrative support to customers within HHS. This role will fall under the Identity Intelligence Division and will focus on providing intelligence analysis and support related to Supply Chain Risk Management (SCRM) portfolio to senior HHS leaders.

What You Will Do

The selected candidate will support the Office of National Security (ONS) in identifying and assessing national security, supply chain, research security, and foreign influence risks associated with HHS SBIR/STTR applicants and awardees. The analyst will conduct comprehensive due diligence and all-source analysis of companies, technologies, key personnel, investors, and research partners, examining foreign ownership, control and influence, corporate structures, beneficial ownership, investments, affiliations, research collaborations, intellectual property, patents and publications, technology transfer, supply-chain dependencies, and connections to foreign governments or entities of national security concern. Using government holdings, commercial datasets, corporate and financial records, scientific and technical databases, and open-source information, the analyst will conduct corporate and identity resolution, network and link analysis, ownership and investment mapping, and research, technology, and supply-chain analysis to identify non-obvious relationships and risk indicators. The analyst will produce clear, defensible SCRM and national security risk assessments to inform HHS funding, mitigation, and risk-management decisions; support continuous vetting of selected awardees for material changes in risk; and collaborate with HHS program, grants, acquisition, research security, counterintelligence, Intelligence Community, law enforcement, and interagency partners to protect HHS-funded research, emerging technologies, intellectual property, supply chains, and national security equities.

What We Are Looking For

  • 5 years relevant experience with Bachelors in a related field; 3 years of experience with Masters in a related field; or a High School Diploma or equivalent and 9 years relevant experience
  • Possess and maintain a TS/SCI security clearance
  • Targeting & Networks: Experience conducting targeting, identity resolution, and link analysis to identify individuals, entities, foreign affiliations, networks, and non-obvious relationships
  • Corporate & Financial Analysis: Ability to assess corporate structures, beneficial ownership, investments, funding sources, key personnel, and foreign relationships for national security risks
  • Supply Chain Risk: Experience identifying foreign suppliers, dependencies, affiliates, technology providers, and other supply-chain relationships presenting operational or national security vulnerabilities
  • Research Security: Knowledge of foreign influence, technology transfer, non-traditional collection, intellectual property threats, talent programs, research relationships, and dual-use technologies
  • SCRM: Understanding of counterintelligence and national security risks affecting SCRM programs, federally funded research, small businesses, and the U.S. innovation ecosystem
  • Analytic Tradecraft: Ability to evaluate sources, identify intelligence gaps, test hypotheses, recognize anomalies, assess alternatives, and develop defensible analytic judgments
  • Risk-Based Vetting: Experience applying risk-based screening, enhanced due diligence, continuous vetting, targeted collection, mitigation, monitoring, and referral methodologies
  • Intelligence Production: Ability to produce and brief concise intelligence assessments, targeting products, SCRM findings, and risk recommendations for senior decision-makers
  • Must be proficient in Microsoft Office Suite and have a working knowledge of Adobe Acrobat

Preferred: Bonus Points For...

  • SBIR/STTR & Research Security: Experience supporting SBIR/STTR screening, due diligence, SCRM, research security, grant reviews, and applicable foreign-risk policies
  • Emerging Technology: Experience assessing biotechnology, pharmaceuticals, AI, cybersecurity, advanced manufacturing, genomics, synthetic biology, and other emerging or dual-use technologies
  • Corporate & Intelligence Tools: Experience using commercial intelligence platforms to assess ownership, investment, supply chains, research networks, patents, publications, and technology-transfer pathways
  • Foreign Threats & Continuous Vetting: Knowledge of foreign technology acquisition, talent programs, state-linked entities, and continuous monitoring of ownership, affiliations, personnel, and investments
  • Risk Management & Communication: Experience developing risk indicators, mitigation recommendations, analytic workflows, and assessments while briefing stakeholders and appropriately handling classified information
