Job Responsibilities
This position is located in the Continuous Vetting Unit, Office of Personnel Security and Suitability, Office of the Senior Coordinator for Security Infrastructure, Bureau of Diplomatic Security. In this position, you will serve as a Personnel Security Specialist responsible for routinely evaluating clearance access eligibility performing the following duties:
Assists other Unit personnel in the proper processing of cases and evaluation of information as the information reviewed is extremely sensitive to include classified.
Advises and assists Unit personnel on the technical aspects of personnel security adjudications, and recommends determinations regarding security clearance eligibility and access.
Reviews and resolves complex, often conflicting and highly sensitive adjudicative issues, exercising a high degree of independent judgment and expertise given the demanding and frequently controversial nature of the adjudication process.
Develops and clarifies procedural and adjudicative guidelines, and delivers briefings to inform supervisors, managers, and trainees of current standards and best practices.
Prepares evaluations of completed investigations, assessing them against national-level criteria to determine investigative sufficiency and support suitability and security adjudication decisions.

Applicants must have 1 year of specialized experience equivalent to the GS-12 grade level in the federal service (or equivalent) which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience analyzing and evaluating investigative reports in order to prepare oral and/or written summaries;
Experience interpreting personnel security regulations and policies to reach sound conclusions or make recommendations; and
Experience preparing evaluations of investigation aganist national level criteria for investigative sufficiency and for security adjudication.

AGENCY BENEFITS:
Personal Service Contracts are eligible to participate in the PSC Health Insurance Reimbursement Program which allows for a contribution of 72 percent against the contractor’s health insurance premium costs toward either an individual or family policy, provided that such costs may not exceed the maximum U.S. Government contribution for personnel as announced annually by the Office of Personnel Management. Supplemental insurance, such as dental and vision, is not eligible for this reimbursement under this program. The Department’s PSC Life Insurance Reimbursement Program allows for PSC’s to be provided a contribution of 50 percent against the actual costs of an individual annual life insurance policy not to exceed $500.00 per year.
Personal Service Contractors entering on duty with prior qualifying service, as defined by OPM, may have their service computation dates updated to credit their years of applicable prior service for higher annual leave accrual rates. PSC leave accrual rates are explained in 3 FAM 9116.1
