Overview:
INTECON is seeking a Personnel Security Specialist to support the 89th Attack Squadron (89 ATKS) at Ellsworth Air Force Base by independently executing all personnel security functions within a TS/SCI environment. This position manages SCI indoctrinations and debriefings, maintains personnel security folders, processes interim clearances and foreign travel documentation, and serves as a critical liaison for security operations supporting approximately 200 military/civilian and 30 contractor personnel.
Key Responsibilities:
- Conduct security indoctrinations and debriefings on an as-needed basis
- Maintain and audit Sensitive Compartmented Information (SCI) indoctrinated personnel security folders
- Process Interim SCI requests as required by mission needs
- Process and track unit members' foreign travel documentation; update DISS/JPAS accordingly
- Create and destroy Access Control Security (ACS) Badges for all SCI indoctrinations and debriefs
- Update and maintain unit badge roster and Alarmed Facility Access Authorization (AFAA) MFR
- Process DISS/JPAS visit requests for unit personnel traveling to other SCI facilities
- Draft, submit, and track security incident reports through the appropriate Government databases for SCI-related items
- Train unit Special Security Representatives (SSRs) on proper security protocols
- Distribute, track, and maintain annual SCI security awareness briefing/training records
- Process and manage Security Information Files (SIF) and For-Cause discharge files as required
- Update and maintain the unit's SCIF Standard Operating Procedures (SOPs) and Emergency Action Procedures (EAPs)
- Serve as the primary liaison with Ellsworth AFB Security Offices (ISSO/SSO) regarding SCIF operations
- Execute reinvestigations and in/out processing for all assigned personnel per AFMAN 16-1405
Clearance Requirements:
- Active Top Secret / SCI (TS/SCI) security clearance. Clearance must be current and verifiable at time of application. Interim clearances are not acceptable.
Qualifications:
- Minimum of one (1) year of experience working in a TS/SCI facility
- Fully trained and compliant with ICD 704 / SEADs for Personnel Security (or ability to complete training prior to contract start date – training at contractor expense)
- Technical proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
- Working knowledge of DISS/JPAS and DoD/AF security databases
- Familiarity with governing security regulations, including:
- AFM 14-304 (Directive, Control, Protection, and Dissemination of SCI)
- AFMAN 16-1405 (Personnel Security Program Management)
- DoD 5105.21 (Vols 1–3)
- DoD 5200.01 (Vols 1–4)
Preferred Qualifications:
- Prior USAF Personnel Security experience (military, civilian, or contractor)
- Experience supporting ISR, RPA, or Remote Split Operations squadrons
- Formal Special Security Office (SSO) or Special Security Representative (SSR) training/certification
- Experience processing SCI access requests and managing SCI billet structures
- Familiarity with AFMAN 16-1406 (Industrial Security Program Management)
