Position Overview

Position located in the Human Resources Section, Business Operations Division.

Examples of Duties

This position is the liaison between 4 Personnel Technician II's and the Human Resources (HR) unit supervisor, Personnel Officer I. This position is assigned as the lead worker in the HR unit and ensures the unit workflow is efficient and timely.

Advises and assists in training the agency Personnel Staff in the administration of both State and County directed Personnel requirements and policies, the recruitment and accessing of job applicants who meet minimum State and County job specifications, and the administration of both Federally and State mandated Human Resource policies and laws.

This position ensures Standard Operating Procedures (SOP) are updated. Responsible for gathering and producing information for reports and audits, i.e., agency and section-specific turnover reports, child welfare surveys, marginal driving, etc. Maintains Personnel policy and procedure manuals, guides, and reference library for agency management and line staff use.

This position should possess or have the ability to acquire comprehensive knowledge of Family Medical Leave (FMLA), Americans with Disability Act (ADA), EEO, Fair Labor Standard Act (FLSA), etc. Responsible for processing requests for Family and Medical Leave, Leave Without Pay, Shared Leave, Fit for Duty, and ADA.

This position may serve as the first point of contact for supervisors and employees for personnel matters. May be involved in special projects as assigned.

Minimum Qualifications

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

Graduation from high school and six years of progressively responsible administrative work including at least one year of technician-level experience directly related to the functional area(s) of assignment including the application and interpretation of policies and procedures; or graduation from a four year college or university and two years of technician-level experience directly related to the functional area(s) of assignment including the application and interpretation of policies and procedures; or an equivalent combination of training and experience.

Knowledge, Skills and Abilities

KNOWLEDGE, SKILLS AND ABILITIES: Ability to interpret, apply, and communicate a variety of policies, procedures, and regulations; to exercise sound judgment in gathering and evaluating employee and position information; to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and written form; to work independently and to make and defend procedural decisions, to assign and review the work of other technicians and clerical employees (may be required). Considerable knowledge of the personnel policies and procedures, preferably of the program area of assignment and of agency or institution programs and organization; general knowledge of the occupational areas to which assigned and position classification methods and techniques (Position Analysis); some knowledge of staff development and training principles and techniques; ability to communicate effectively before a group (Staff Development).

ANNUAL LEAVE

Less than 2 years of service 3.42 hours per pay period = 96 hours (12 days)

2-4 years of service 4.37 hours per pay period = 120 hours (15 days)

5-9 years of service 5.33 hours per pay period = 144 hours (18 days)

10-14 years of service 6.28 hours per pay period = 168 hours (21 days)

15-19 years of service 7.24 hours per pay period = 192 hours (24 days)

20+ years of service 8.19 hours per pay period = 216 hours (27 days)

Sick Leave All Employees 3.42 hours per pay period = 96 hours (12 days)

HOLIDAYS State recognized holidays off: New Years Day, ML Kings Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day (2 days), and Christmas Day (3 days).

MILEAGE $0.54 reimbursement per mile driven using personal automobile for company business.

401K ACCOUNT 1% contribution made by County to your NC401K account; no match required by employee.

SCHOOL PARTICIPATION LEAVE Employee will be granted 4 hours per County fiscal year (July 1 - June 30) to attend childs school (Day Care - 12) for involvement at the childs school.
