The Louisiana Department of Insurance is seeking a qualified professional to serve as the Pharmacist Chief Compliance Officer in the Office of Health, Life & Annuity/Pharmacy Benefit Manager (PBM) Enforcement Division. This leadership position oversees the Departments pharmacy benefit manager compliance and enforcement program by directing investigations, regulatory oversight, market analysis, and enforcement activities to ensure compliance with applicable state and federal laws. The position provides strategic leadership to staff and advises executive leadership on complex regulatory and enforcement matters involving pharmacy benefit managers.

Minimum Qualifications

Possession of a current Louisiana license to practice pharmacy plus four years of experience as a licensed pharmacist, which must include one year in the inspection of pharmacies for compliance with a regulatory authoritys laws, rules, and regulations.

Job Duties and Other Information

Job Duties:

As the Pharmacist Chief Compliance Officer in the Office of Health, Life & Annuity/PBM Enforcement Division you will/may:

  • Lead and oversee the Pharmacy Benefit Manager (PBM) Enforcement Division by supervising staff, assigning and reviewing work, managing contracts, and ensuring the effective administration of division operations.
  • Direct compliance reviews, investigations, audits, and analyses involving pharmacy benefit managers to ensure adherence to applicable state and federal laws, regulations, and Department requirements.
  • Review investigative findings, filings, reports, and other compliance information to identify potential violations and recommend appropriate regulatory or enforcement actions.
  • Coordinate enforcement activities involving pharmacy benefit managers, including administrative actions, license matters, fines, and other regulatory proceedings.
  • Gather, analyze, and present evidence in support of enforcement actions and provide testimony during administrative hearings and adjudication proceedings.
  • Prepare reports, market analyses, recommendations, and executive briefings to support regulatory decision-making, strategic planning, and policy development.
  • Serve as a subject matter expert by providing guidance and consultation to Department leadership, healthcare professionals, government agencies, stakeholders, and the public on pharmacy benefit manager and related regulatory matters.
  • Monitor changes in state and federal laws, regulations, litigation, and industry trends affecting pharmacy benefit managers and health insurance to support ongoing regulatory compliance and program effectiveness.
  • Collaborate with internal divisions, external partners, and other regulatory agencies to promote consistent enforcement and coordinated oversight of pharmacy benefit managers.
  • Support the collection of Department-ordered fees, assessments, and other compliance-related obligations while performing additional duties related to pharmacy benefit manager oversight as assigned by the Deputy Commissioner.
