The mission of the Department of Insurance is to enforce the insurance laws and regulations of the state impartially, honestly and expeditiously.

The Louisiana Department of Insurance is seeking a qualified professional to serve as the Pharmacist Compliance Officer in the Office of Health, Life & Annuity, Pharmacy Benefit Manager (PBM) Enforcement Division. This position serves as the Departments lead investigator and technical expert for pharmacy benefit manager compliance by conducting investigations, supporting enforcement activities, and overseeing routine regulatory oversight efforts. The position works closely with the Pharmacist Chief Compliance Officer to promote compliance with applicable state and federal laws governing pharmacy benefit managers.

Minimum Qualifications

Possession of a current Louisiana license to practice pharmacy plus three years of experience as a licensed pharmacist.

Job Duties and Other Information

Job Duties:

As the Pharmacist Compliance Officer in the Office of Health, Life & Annuity/PBM Enforcement Division you will/may:

  • Lead and conduct compliance reviews, investigations, audits, and analyses involving pharmacy benefit managers to ensure compliance with applicable state and federal laws, regulations, and Department requirements.
  • Review filings, investigative findings, reports, and other compliance information to identify potential violations and develop recommendations for appropriate regulatory or enforcement actions.
  • Coordinate enforcement activities involving pharmacy benefit managers by gathering evidence, preparing case documentation, assisting with administrative actions, license matters, fines, and providing testimony during enforcement proceedings.
  • Develop and maintain internal policies, procedures, and guidance supporting the Departments pharmacy benefit manager compliance, investigation, and enforcement programs.
  • Advise the Pharmacist Chief Compliance Officer on complex compliance issues, regulatory decisions, and enforcement strategies involving pharmacy benefit managers.
  • Supervise assigned staff, assign and review work, and assist with the oversight of contracts and contract personnel supporting pharmacy benefit manager oversight activities.
  • Serve as a subject matter expert by providing guidance and consultation to Department leadership, healthcare professionals, government agencies, stakeholders, and the public on pharmacy benefit manager and related regulatory matters.
  • Monitor changes in state and federal laws, regulations, litigation, and industry trends affecting pharmacy benefit managers and health insurance to support effective regulatory oversight.
  • Assist with the collection of Department-ordered fees, assessments, and other compliance-related obligations while performing additional pharmacy benefit manager oversight duties as assigned.
