 The Office of Veteran Affairs Medical Center at Boston Healthcare System (BHS)
currently has a shortage of Medical Technicians (Phlebotomists). The Contractor
shall furnish five (5) Full Time Equivalency (FTE) Phlebotomists to provide services necessary to perform onsite phlebotomy, specimen collection and processing as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of the quality, meeting or exceeding currently recognized national standards as established by Clinical & Laboratory
Standards Institute (CLSI) guidelines.

VA HOURS OF OPERATION/SCHEDULING
VA Business Hours: The contractor may be required to provide services during the following times:
Dayshift
5:30A – 2:00P
6:00A - 2:30P
6:30A - 3:00P
7:00A - 3:30P
7:30A - 4:00P
8:00A - 4:30P
8:30A - 5:00P

1.1 The current requirement is for five (5) FTE.
One (1) at VA Brockton
One (3) at VA Jamaica Plain
One (1) at VA West Roxbury
Shifts may vary to accommodate the dayshifts listed above based on the need of the
Laboratory.

The Phlebotomist assigned by the Contractor to perform the services covered by this contract
must have three (3) years of recent Phlebotomy experience.
  • Technical Proficiency: Contractor’s employees shall be technically proficient in the skills necessary to fulfill the government’s requirements, including the ability to speak, understand, read and write English fluently. Contractor shall provide documents upon request of the CO/COR to verify current and ongoing competency, skills, certification and/or licensure related to the provision of care, treatment and/or services performed.
  • Continuing Medical Education (CME)/ Certified Education Unit (CEU) Requirements: Contractor shall provide the COR copies of current CMEs as required or requested by the VA facility.
  • Training: Contractor shall meet all VA educational requirements and mandatory course requirements defined herein; all training must be completed by the contractor’s personnel are required by the VA. Other training may become required. VA will communicate any changes to the training requirement to the contractor.
The employee may also be required to work weekends, holidays, and overtime. However, on call
or standby duties will NOT be required. Contractor’s personnel shall be available and present during specified tour of duty hours at their assigned VAMC which will be established, and may be revised, as deemed appropriate for patient care by the Chief of Staff. Currently, possible shifts are as defined above.
