Pipeline Operator

 

The Pipeline Operator is responsible for the safe, efficient, and compliant receipt and shipment of petroleum products across the DOT-regulated pipeline system. This role performs and supports day-to-day pipeline operations, maintenance, accounting, safety, and environmental activities in accordance with established Company and governmental regulations, and provides operational coverage in the temporary absence of the Facility Manager. The position is central to protecting pipeline integrity, ensuring regulatory compliance, and minimizing risk to public safety, the environment, and Company liability.

Principal Responsibilities:

  • Respond to scheduled and after-hours operational and emergency calls on a 24-hour-per-day, 7-day-per-week basis, including participation in the Emergency One-Call Program through the National Ticket Management System (NTMS).
  • Utilize the Pipeline SCADA system to continuously monitor for leaks, verify that line balance is accurately reported, and ensure all pipeline equipment is operated within its system design parameters.
  • Prepare and distribute daily shipping reports, pipeline balance reports, and Omni flow meter ticket reports to the appropriate departments as required.
  • Monitor right-of-way (ROW) construction activity in accordance with Company procedures and properly mark out the pipeline in preparation for construction work that could affect pipeline integrity.
  • Coordinate with Central Control Operations prior to the start and end of any normal or emergency maintenance activity to ensure safe, controlled execution.
  • Sample and analyze product, and install and remove corrosion coupons, in accordance with established Company procedures.
  • Maintain pipeline equipment, both mechanical and electrical, in clean and good working order, and ensure all environmental and safety equipment is functioning properly.
  • Conduct safety watches with outside contractors as directed by the Pipeline Manager, and manage contractors during projects as needed.
  • Ensure Company vehicles and equipment are kept clean, properly maintained, and ready for service.
  • Keep the overall appearance of pipeline facilities free of trash and debris, and ensure the ROW is mowed when appropriate.
  • Train new personnel as needed and support the development of operational knowledge across the team.
  • Maintain compliance with all applicable federal and state regulations to reduce risk to public safety and the environment and to minimize Company liability, recognizing that noncompliance can result in financial penalties, fines, and possible criminal penalties.
  • Improve operational efficiency and financial profitability through well-maintained facilities and disciplined adherence to operating procedures.
  • Serve as a self-starter, willing to adapt to changing conditions and take direction from supervisors, while independently conducting job accountabilities with limited supervision.
  • Provide operational, maintenance, safety, and environmental coverage in the temporary absence of the Facility Manager.
  • Perform other duties as assigned to support overall pipeline operations.

Qualifications

  • High school diploma or equivalent required.
  • Valid state driver’s license required to operate Company vehicles.
  • Excellent verbal and written communication skills, with strong attention to detail and the ability to independently proof work for accuracy.
  • Excellent PC skills, with proficiency in Microsoft products; experience with Allen-Bradley, Wonderware, and GE Cimplicity/Proficy programs preferred.
  • Strong initiative and organizational ability, with the capacity to meet deadlines, establish priorities, and manage time and scheduling effectively.
  • Ability to work successfully in stressful situations, manage multiple tasks simultaneously, and conduct job accountabilities with limited supervision.
  • Ability to take direction from supervisors and maintain effective working relationships with all Company personnel, third-party excavators, emergency responders, and contract personnel.

Preferred Qualifications

  • Experience in pipeline operations or similar industry experience.
  • DOT Operator Qualifications for Liquid and Gas.
  • Spill response training for pipeline operations
  • AMTRAK Contractor Safety Training is.
  • DOT Operator Qualifications for Liquid and Gas.
  • Fire training and prior emergency/spill response experience in a pipeline environment.
  • Experience with pipeline SCADA systems and familiarity with the National Ticket Management System (NTMS) One-Call program.

PBF Energy (“PBF”) is one of the largest independent petroleum refiners and suppliers of unbranded transportation fuels, heating oil, petrochemical feedstocks, lubricants and other petroleum products in the United States.

PBF currently owns and operates six domestic oil refineries and related assets with a combined processing capacity, known as throughput, of over 1,000,000 bpd, and a weighted average Nelson Complexity Index of 12.8.

The facility is strategically positioned on the Gulf Coast with strong logistics connectivity that offers flexible raw material sourcing and product distribution opportunities, including the potential to export products.  Our East Coast refineries, at Delaware City and Paulsboro, have a combined refining capacity of 370,000 bpd and Nelson Complexity Indices of 11.3 and 13.2, respectively. These high-conversion refineries process primarily medium and heavy, sour crudes and have historically received the bulk of their feedstock via ships and barges on the Delaware River but have the capability to receive crude shipments via rail into crude rail unloading facilities at our Delaware City refinery. Our Midcontinent refinery, at Toledo, processes light, sweet crude, has a throughput capacity of 170,000 bpd and a Nelson Complexity Index of 9.2. The majority of Toledo’s WTI-based crude is delivered via pipelines that originate in both Canada and the United States. Since our acquisition of Toledo in 2011, we have added additional truck and rail crude unloading capabilities that provide feedstock sourcing flexibility for the refinery and enables Toledo to run a more cost-advantaged crude slate.
