Overview:

Position Purpose:

Performs professional and technical work related to the engineering activities of the Commission. 

Responsible to assist and coordinate water, sewer and storm drainage related to planning, engineering and environmental projects and programs.

Responsibilities:

Essential Functions:

  • Review and coordinate of comments on Environmental Notification forms, Environmental Impact Reports and notices of project changes as required by the Executive Office of Environmental Affairs and Boston Planning and Development Agency.
  • Keep up to date on city, state, and federal environmental regulations and participate in permit compliance activities.
  • Prepares submissions of various Commission reports including the Municipal Discharge permit with the MWRA and other associated reports for compliance purposes.
  • Prepare authorization and information memorandum to the Commissioners.
  • Make recommendations for capital improvement projects that anticipate future needs and initiation of new projects.
  • Prepare permit applications, compliance reports and grant requests for federal and state agencies.
  • Monitor consultant contracts including the review of work, holding technical meetings and processing invoices.
  • Monitor work performance of engineering consultants.
  • Monitor schedules and budgets to ensure timely completion of projects and programs
  • Ensure projects adhere to all Commission policies and procedures.
  • Upon completion of programs or projects, ensure the smooth transition of identified work to design and construction divisions and the operations department for further action.
  • Utilize the Commission’s Sewer and Drain models and ArcMap to track implementation of Green Infrastructure projects and progress to achieve Commission’s compliance with regulatory requirements.
  • Integrate results of field studies with the Commission’s CityWorks water and sewer work order maintenance program.
  • Prepare and submit monthly summaries of programs and projects for quarterly goal statements.
  • Assist in the coordination and compilation and tracking of inflow projects that are assigned to development firms as part of DEP’s 4:1 Inflow Reduction Program.
  • Assist the Director of Planning and Sustainability, Director of Engineering and Chief Engineer in all matters related to Federal, State and Local Regulations related to stormwater.
  • Provide professional written reports as directed.
  • Coordinates Commission projects by consultants.
  • Performs similar or related work as required, directed or as situation dictates.

 

Qualifications:

Recommended Minimum Qualifications:

Education, Training and Experience:

Bachelor’s Degree in Engineering, Environmental Engineering, Resource Management, City Planning or a related field of expertise is required with two (2) years relevant experience in policy analysis, planning or research; or any equivalent combination of education and experience. Must possess a valid Massachusetts Driver’s License.

 

Knowledge, Ability and Skill:

Knowledge: Extensive knowledge of the CityWorks; extensive knowledge of BWSC stand plans and specifications, construction procedures and operations; general knowledge of construction inspection; and working knowledge of arithmetic and plane geometry.

 

Ability: Ability to manage data and extract information; ability to use various PC software including ArcMap; and ability to establish and maintain effective relations with other departments.

 

Skill: Strong interpersonal skills, excellentwritten and verbal communication skills, proficient computer skills including MS Office applications and specialized software. Skill in operating the above listed tools and equipment.

Supervision Scope: Performs various duties of a routine to complex nature following acceptable standards of quality and performance, requires independent judgment in determining methods of completion and carrying out assignments.

Supervision Received: Works under the general supervision of the Director of Planning and Sustainability.

Job Environment:

  • Work is performed under typical office conditions; the noise level is moderately quiet;
  • Operates computer, telephone, facsimile machine, copier, calculator and other standard office equipment.
  • Makes frequent contact with contractors and the Boston Police Department.
  • Has access to department-related confidential and/or sensitive information.
  • Errors could result in delay or loss of services, and significant monetary loss and/or legal repercussions.
