The work of a Planner is either in the category of current planning, focusing on landscape and development project review, or in long-range planning, focusing on land use, zoning, and land development regulation amendments. Work is performed under the general supervision of a Principal Planner.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Review development applications for compliance with the Citys Comprehensive Plan Land Development Regulations (LDR), and local ordinances.
  • Review, analyze, and manage development proposals, such as new site plans, site plan modifications, landscape plans, rezonings, conditional uses, land development regulation amendments, comprehensive plan amendments, variances, and subdivision plats through various municipal procedures
  • Communicate effectively both verbally and in writing with applicants regarding the status of their projects.
  • Make presentations to boards and committees.
  • Review building permits for compliance with local ordinances and final certified plans.
  • Perform data collection and conduct studies on planning related issues.
  • Respond to public requests for information regarding development or planning and zoning issues.
  • Assist property owners with compliance with the Citys Land Development Regulations and, if applicable, adopted design guidelines and related standards.
  • Conduct meetings with property owners, applicants, development professionals, and/or citizen groups as the situation warrants.
  • Conduct site visits and perform field surveys of property to inventory existing use and conditions.
  • Prepare public notices for land development applications.
  • Foster positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with a bachelors degree in planning, landscape architecture, or a related field.
  • Two (2) years' experience in public planning, landscape architecture, architecture, or similar work area.
  • A Masters Degree in urban planning, geography, public administration, or a related field can substitute for one year of experience.
  • Knowledge of Florida planning law.

Knowledge of (or ability to quickly learn) local land development regulations and development processes. Ability to comprehend and apply regulations to development applications. Ability to read and interpret surveys and site plans. Ability to think creatively and propose realistic solutions to problems. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to continually evolving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail. Form-based code and landscape knowledge and experience preferred.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
