The Planner/Estimator is responsible for developing complete plans and cost estimates for all work requests under the EPA-RTP O&M Contract, including complex electrical, mechanical, control systems, and structural projects. This position ensures all task orders are thoroughly planned, accurately estimated, and properly scheduled prior to Government approval and work commencement.Responsibilities Prepare complete plans (existing and proposed) and methods of execution for all work requestsDevelop detailed, itemized cost estimates for task orders using RS Means® or equivalent widely recognized cost estimating softwareAttend Government meetings related to project planning, scope development, and estimate reviewPerform cost comparisons for repair vs. replacement decisions and provide recommendations to the GovernmentPrepare and submit task order plans and estimates within the number of calendar days specified in the contract after receipt of a task order request from the CODevelop project schedules using Microsoft Project or other Government-approved scheduling softwareProvide estimating support for diverse project types including electrical, mechanical, plumbing, structural, and specialty systems workEnsure no work begins until task order plans and estimates are approved in writing by the COMaintain proficiency in the CMMS and related facility management softwareCollaborate with the Task Order Manager and Project Manager on planning and scheduling activitiesPosition Requirements Minimum 3 years of experience in planning and estimating structural, electrical, and mechanical projects in a large or multiple facility with highly complex mechanical, electrical, and structural requirementsProject management experience requiredProficiency in RS Means cost estimating software or equivalent widely recognized in the facilities maintenance and construction industriesExperience developing project schedules using Microsoft Project or similar toolsFamiliarity with commercial construction, facilities operations, and maintenance environmentsStrong written communication skills for plan and estimate documentation
