Job Summary
E-Logic, Inc. is seeking a Planner / GIS Analyst to support the development of a 25-Year Real Property Master Plan for the Virgin Islands National Guard.
The Planner / GIS Analyst will develop and organize the project's GIS database, compile and analyze spatial information, map existing conditions and planning constraints, and produce professional maps, graphics, and other visual materials supporting the master planning effort.
The selected candidate will work closely with the Senior Master Planner and multidisciplinary project team to support site assessments, land-use analysis, environmental constraint mapping, facility planning, and preparation of the final master plan.
Key Responsibilities
GIS Database Development
- Build and organize an installation GIS database from available source information.
- Compile, clean, organize, and manage spatial and non-spatial data.
- Develop GIS layers for facilities, land use, infrastructure, transportation, environmental constraints, and other relevant planning factors.
- Maintain data quality, accuracy, organization, and metadata.
GIS Analysis & Mapping
- Map land-use opportunities and constraints supporting long-range installation planning.
- Conduct spatial analysis to support land-use and development recommendations.
- Analyze existing conditions and spatial relationships among facilities, infrastructure, environmental resources, and development areas.
- Integrate GIS information with planning, facility, environmental, and infrastructure data.
Planning Support
- Support installation site assessments and field data collection.
- Assist the Senior Master Planner with planning analyses and development recommendations.
- Support preparation of Area Development Plans and other planning exhibits.
- Provide GIS analysis and mapping support for master planning activities.
Maps & Graphics
- Produce professional maps, exhibits, graphics, and figures for master plan deliverables.
- Prepare maps for stakeholder presentations, planning workshops, and technical reports.
- Develop clear and accurate graphics suitable for inclusion in formal planning documents.
- Coordinate GIS information with other technical disciplines and project team members.
Documentation & Quality Control
- Support documentation and quality control of GIS-related information included in the final master plan.
- Verify spatial data and map products for accuracy and consistency.
- Assist with preparation of supporting technical documentation and planning materials.
Qualifications
- Bachelor's degree in Geography, GIS, Urban Planning, Environmental Science, or a related field.
- Minimum 5 years of professional experience in GIS, planning, or a related discipline.
- Demonstrated experience developing and maintaining GIS databases.
- Experience mapping land-use and environmental constraints.
- Experience producing maps and graphics for planning, engineering, environmental, or similar technical documents.
- Proficiency with ArcGIS Pro.
- Working knowledge of AutoCAD.
- Proficiency with Microsoft Office.
- Strong analytical and organizational skills.
- Strong written and verbal communication skills.
- Ability to work independently in a primarily remote environment.
Preferred Qualifications
- Experience with DoD GIS data standards.
- Experience supporting military installations, National Guard facilities, federal facilities, or military bases.
- Installation master planning experience.
- Environmental planning or environmental constraints analysis experience.
- Experience integrating GIS with land-use, facility, infrastructure, or real property planning.
- Federal or DoD project experience.
- Experience in the U.S. Virgin Islands, Caribbean, or similar island environments.
Work Environment & Travel
This position is primarily remote and part-time. The selected candidate must be comfortable working independently and coordinating remotely with the Senior Master Planner and project team.
Approximately one trip to St. Croix and/or St. Thomas, U.S. Virgin Islands, is anticipated during the one-year period of performance.
