Job Specifications

We are seeking a knowledgeable and motivated Planner II to join our team. This position offers an opportunity to work on complex planning initiatives that support the growth, sustainability, and transportation needs of our community.

The Planner II performs advanced professional work in transit or transportation planning, community planning, research, and design. Responsibilities may include reviewing current land development and rezoning proposals, conducting environmental assessments, performing planning and ecological research, and developing planning programs based on the needs of the assigned department.

This position may also supervise permitting, compliance, or engineering staff and provide technical guidance on planning-related projects. The successful candidate will exercise considerable independent judgment in evaluating technical planning matters while working under the general direction of a higher-level professional or manager.

Key Responsibilities

  • Plan, evaluate, and improve public transit services through route planning, service analysis, urban design, and geospatial analysis.
  • Collect, research, and analyze ridership trends, performance measures, demographic data, and planning studies to identify opportunities for improving transit service.
  • Assist with the preparation of federally and state-required planning documents and reports, including the Transit Development Plan (TDP), National Transit Database (NTD), Transit Asset Management (TAM) Plan, Title VI Program, Long Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), Disadvantaged Business Enterprise (DBE) Program, and Equal Employment Opportunity (EEO) Program.
  • Use Geographic Information Systems (GIS) and other planning tools to evaluate transit routes, bus stop locations, service coverage, and transit assets.

Knowledge, Skills, and Abilities

  • Knowledge of the principles and practices of transit, transportation, and urban planning.
  • Knowledge of federal and state transit regulations, funding programs, and reporting requirements.
  • Knowledge of land use planning, development review processes, and multimodal transportation systems.
  • Knowledge of Geographic Information Systems (GIS), mapping applications, and data analysis techniques.

Minimum Training & Experience

Possession of a masters degree in transportation engineering, transportation planning or a related field; or possession of a masters degree in urban planning, architecture, landscape architecture or urban design or a related field and one year of professional transportation planning experience; or an equivalent combination of training and experience

Salary Range

$25.1538 to $68.2567/hourly. Hiring rate generally will not exceed $43.2604/hour.

Drivers License Requirements

Must possess a valid Class-E State drivers license at the time of appointment.
