About the Responsibilities

To research, analyze, and develop critical water resources data for CAP strategic planning activities and CAP resource policies; to implement CAP policies and strategies as required; to support other CAP departments and management in data acquisition and analysis; and to represent CAP before local, state, interstate, regulatory and federal agencies and water providers as required.

Water Projects and Acquisitions

Responsible for acquiring and managing water supplies that can be utilized to meet the groundwater replenishment responsibilities of CAP, known as the Central Arizona Groundwater Replenishment District. Develop and implements program for the conservation and augmentation of CAPs Colorado River supplies. Work with partners and stakeholders to ensure that CAP can continue to provide our subcontractors with reliable water supplies.

Some of the responsibilities include:

1. Data Acquisition. Determines information needs. Conducts research efforts. Coordinates, acquires and maintains data from multiple sources into data management systems. Oversees maintenance of those systems. Translates data into useable formats for analysis and for use by staff and management.

2. Analysis. Analyzes and interprets data, contracts, regulations, and statutes to solve CAP water resource problems requiring multiple disciplines. Analyzes water use patterns and develops profiles. Uses existing or devises new, innovative models and methodologies. Prepares and presents oral and written reports regarding issues of immediate or special concern.

3. Policy/Program Development. Evaluates CAP resource scenarios, develops alternatives, and recommends effective strategies, policies and programs to achieve CAP strategic goals.

4. Program Implementation. Implements specific CAP policies and programs as directed, working with other CAP departments and outside organizations.

5. Support Services. Provides analytical support to staff and management on water resource issues, which may include supply and demand, delivery, recharge, recovery, water resource and infrastructure development, reuse, groundwater availability and costs, augmentation, population projections, demographic and economic statistics, regulatory compliance and modeling. Assists in creation of website information by adding current information, revised maps and data, and major studies for viewing by the public. Prepares GIS maps displaying data and other information requested by internal planning staff and senior management. Develops and prepares a variety of reports and studies for management.

6. Representation. Interacts closely with CAP customers, local, state, interstate, regulatory, and federal agencies and water providers to obtain information for analysis and input on data analysis and models. Represent CAP on special committees, study groups and task forces as directed.

About the Qualifications

For the Planning Analyst II position:

• Bachelor's degree in economics, physical sciences, natural resources, engineering, business, public policy, law, urban planning, geography, computer systems, or related field from an accredited college or university.
• Five (5) years of recent experience performing functions related to the essential duties of this position; OR three (3) years of related experience with an advanced degree.
• Strong analytical and communication skills (oral and written).
• Ability to work effectively with others in a team-oriented environment.
• Proficient in the use of spreadsheets and databases.
• Demonstrated excellent analytical ability in applying specialized and conceptual knowledge in the areas of responsibility.
• Solid working knowledge in MS Office Suite.
• Experience reading, extrapolating, and understanding GIS (Geographic Information Systems) data.
• Ability to analyze resource issues and present findings and recommendations in a logical and understandable manner.
• Ability to develop policy statements and supporting justification.
• Ability to respond and work effectively in a high-pressure environment requiring flexibility to meet changing demands.
• Demonstrated goal setting and conflict resolution skills.
• Valid drivers license and good driving record

PREFERRED QUALIFICATIONS

• A background in Arizona water resources management and knowledge of water users.

For the Senior Policy Analyst:

• Bachelor's degree in economics, physical sciences, natural resources, engineering, business, public policy, law, urban planning, geography, computer systems, or related field from an accredited college or university.
• Eight (8) years of recent experience performing functions related to the essential duties of this position; or six (6) years of recent experience with an advanced degree.
• Possess strong analytical and communication skills (oral and written).
• Work effectively with others in a team-oriented environment.
• Proficient in the use of spreadsheets and databases.
• Demonstrated excellent analytical ability in applying specialized and conceptual knowledge in the areas of responsibility, including supply and demand forecasting, analysis, modeling and resource planning.
• Ability to analyze complex resource issues and present findings and recommendations to senior management, the Board of Directors, and customers in a logical and understandable manner.
• Ability to respond and work effectively in a high-pressure environment requiring flexibility to meet changing demands.
• Demonstrate leadership ability, goal setting, and conflict resolution skills.
• Valid driver's license and good driving record

PREFERRED QUALIFICATIONS

• Master's Degree.

• Certification/licensing in hydrology, management, engineering, public policy or other similar field.
