The Program Controls Analyst ensures disciplined planning, execution, and performance visibility across complex, regulated programs. This role provides the analytical backbone for cost, schedule, and baseline integrity-supporting compliant Earned Value Management (EVM), accurate performance reporting, and proactive decision‑making. The analyst partners with CAMs, schedulers, finance, and program leadership to maintain a reliable Performance Measurement Baseline (PMB), monitor variances, and uphold internal and customer requirements including EIA‑748 and DCMA DECM. By delivering timely, accurate, and auditable data, the Program Controls Analyst strengthens program predictability, supports contractual compliance, and enables informed program leadership actions.

REQUIRED:
PREFERRED:
Experience with EVM tools such as Cobra, Empower, OpenPlan, Primavera, MS Project, or similar.
Exposure to DCMA EVMS guidelines, IPMDAR/IPMR reporting, or DoD/FAA/NASA program environments.
Familiarity with risk management, subcontractor integration, or configuration/change control.
Experience supporting IBRs, surveillance reviews, or PMRs.
Understanding of WBS, OBS, control accounts, work packages, and resource planning.
The salary range for this position is $118,600 - $177,800
Maintain cost, schedule, and baseline data in EVM and planning tools.

Coordinate and assist in the preparation of variance analysis.
Generate recurring program reports (IPMDAR/IPMR, variance narratives, logs, metrics).

Assist Control account managers with ETC/EAC updates and forecasting activities.
Integrate subcontractor cost/schedule data into program reporting.
Participate in PMRs, IBR prep, and cross functional coordination meetings.
