Job Summary
This position is advertised from the minimum to the mid- point hourly rate. Salary will be determined based on education and experience at the time offer.
NATURE OF WORK
Under general supervision, work of considerable difficulty in examining, reviewing, and screening proposed construction plans, permit applications, and specifications for compliance with County building and related codes, laws, ordinances, and statutes; conducts field inspections to ensure compliance; approves/disapproves construction plans, permits, and applications. This position has department specific responsibility.
Nature of Work
(Illustrative Only) Examines, screens, and reviews building plans and specifications to ensure compliance with minimum building code, law, and ordinance requirements; determines code compliance and approves and signs plans meeting code requirements; inspects the work of contractors, and verifies compliance with applicable standards, specifications, building codes, contract conditions and progress payment disbursements; conducts inspections on homes and grounds for unsafe conditions; identifies and prioritizes repair as needed, improvements and preventative maintenance work; prepares construction drawings, cost estimates and project work specifications; performs calculations; prepares and maintains records and reports of plan checking procedures in accordance with the policies and procedures of the department; inspects and evaluates building sites and buildings to ensure construction follows approved plans; posts legal notices; works closely with local social service agencies in the implementation and evaluation of buildings to ensure compliance with weatherization standards for Arizona Department of Housing Owner Occupied Rehabilitation Program (OOHR); provides information to the general public in matters relating to construction, permits, plans review, code requirements, and zoning; provides detailed plan review suggestions and corrections; consults with engineers, architects, owners, and contractors in the interpretations of provisions of building codes, laws, ordinances, and statutes;Assists building inspectors on difficult or unusual code requirements for residential and commercial structures;performs building evaluation with homeowner to develop scope of work, create scope of work in accordance with program guidelines, attend program related meetings; monitor construction progress and coordinate changes in scope of work with contractors, homeowners and grants staff;reads, interprets, and applies applicable provisions of codes, laws, ordinances, and statutes;identifies discrepancies or potential conflicts, notes instances of noncompliance on plans and suggests modifications;coordinates work with outside agencies throughout the rehabilitation process in order to ensure deadlines are met;submits reports detailing items of noncompliance to applicant or agent for correction;testifies at appeal hearings and zoning violation cases;provides oversight of the Grants rehabilitation housing projects;acts as a technical expert for the OOHR program;prepares and maintains manual and computer-based files of materials reviewed and related materials;assists in the supervision and training of Building Safety Division staff;regular and reliable attendance is required;performs other duties as assigned.
Experience and Education
Associate's degree in construction management, engineering, computer design or close related field; AND five years of experience in architecture, engineering or building trades; AND two years of progressively responsible experience within a jurisdiction; OR an equivalent combination of education and experience; must obtain ICC Plans Examiner, ICC Electrical Inspector and BPI Analysist Certifications within one year from date of hire; must possess and maintain a valid Arizona drivers' license; requires successful completion of a background check.
Knowledge, Skills and Abilities
Knowledge of: Yuma County organization, operations, policies, and procedures; Yuma County Comprehensive Building Code and related federal, state and local regulations; materials and methods of building construction and material suppliers installation requirements; structural principles and practices applicable to residential and commercial buildings; filed inspection methods and techniques.
Skill in: Reading and interpreting complex plans and specifications for conformity to building code requirements and communicating technical requirements to architects, engineers, contractors, developers and the general public; performing complex engineering calculations; establishing effective working relationships with engineers, contractors, developers, employees, other agencies, and the public; preparing reports and presenting facts clearly, orally and in writing; following written and verbal instructions; communicating effectively verbally and in writing; public speaking and presentation techniques; effectively training and supervising personnel; delegating tasks and authority; assessing and prioritizing multiple tasks, projects, and demands.
Ability to: Communicate effectively verbally and in writing; maintain effective working relationships with co-workers and the public; follow written and verbal instructions; planning and organizing work; lift 25 pounds, bend, stoop, kneel, stand and walk; perform the essential functions of the job specifications with or without a reasonable accommodation.
Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing and/or pulling; some stooping and/or kneeling; and significant fine finger dexterity. Generally the job requires 35% sitting, 25% traveling, 20% walking, and 20% standing. Working at a computer monitor for extended periods required. The job is performed under minimal temperature variations and in a generally hazard free environment.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from two (2) medical plan options with six (6) tiers that will best suit the employees needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.
Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing a preventative visit.
Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the "Wellness Incentive" employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.
International Medical Solutions (IMS): IMS is available to employees who are enrolled in YCEBT Medical PPO Plan A and HDHP. Members enrolled in the PPO plan can pay as little as $5 copay for doctor visits & prescription drug services, with no maximum cap. High Deductible Health Plan (HDHP) pay toward their deductible until is met. After the deductible is satisfied, the plan will pay 80% of the services covered, and the member will be responsible for the remaining 20% coinsurance.
