Plant Utilities Engineer 1 - HSC & EC Plant Operations FT Variable Shifts

Position Summary

A Plant Utilities Engineer 1 on an assigned shift in a heating and/or air-conditioning plant or in a single or multi-building facility operates, maintains, troubleshoots, repairs, tests, and calibrates mechanical and electrical equipment providing heat, hot water, ventilation, air-conditioning, and electrical distribution in the most efficient and safe manner possible. Incumbents also make recommendations on major overhauls and replacement of equipment and initiate activity relating to energy conservation projects.

NY HELPS Program

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary to permanent, pending Civil Service Commission Action, and the official probationary period will begin. At a future date within one year of permanent appointment, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties of a Plant Utilities Engineer 1

Duties of a Plant Utilities Engineer 1 may include:

  • In order for a candidate to be considered for a Plant Utilities Engineer 1 position, candidate must have a reachable score on the Plant Utilities Engineer 1 decentralized exam list.

  • Also, please submit copies of all supporting documents, certifications, degrees, licenses, along with your Application for NYS Examinations and Supplemental Questionnaire.
  • There is no written test, and no test date is involved. The examination requires completion of an Application for NYS Examinations and Supplemental Questionnaire link provided above. The supplemental questionnaire is your test. Your completed supplemental questionnaire will be the only basis for rating your training, education, and experience. Please refer to the Civil Service Examination Announcement (https://www.cs.ny.gov/examannouncements/announcements/oc-crde/centralized/20-450.cfm) for additional information prior to submitting your applications and documentation.

Minimum Qualifications

On or before the date of filing your application, you must have one of the qualifications listed below:

  • Either 1. Graduate of heating, HVAC, ventilation, air-conditioning, and refrigeration apprenticeship program from the U.S. Air Force
  • Or 2. Must have been an enlisted machinery technician (MK) or possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard
  • Or 3. Must have been an enlisted power generation equipment repairer with the U.S. Army
  • Or 4. Must have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator, reactor control utilities man, machinist mate, or engine man with the U.S. Navy
  • Or 5. Must have a merchant mariners document (MMD) and have been a qualified member of the engine department as an oiler, fireman, water tender, refrigerating engineer, or engine man with the U.S. Merchant Marine
  • Or 6. Completion of a NYS Department of Labor apprenticeship program for stationary engineers or for plant maintenance plumber, steamfitter, HVAC Mechanic, or plant maintenance refrigeration/AC
  • Or 7. Completion of a high-pressure boiler operating Engineer License or Stationary Engineer License
  • Or 8. An Associates degree in HVAC from an accredited college
  • Or 9. A Bachelors degree in Facilities Engineering, Mechanical Engineering, Electrical, or Marine Engineering
  • Or 10. Four years or more of full-time hands-on experience in the maintenance and operation of commercial, industrial, institutional facilities, computer applications of digital energy platforms, and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment
  • Or 11. Four years or more of full-time hands-on experience in a residential setting performing diagnosis, operation, maintenance, repair of HVAC systems or boilers or auxiliary equipment
  • Or 12. Completion of a HVAC certificate or diploma from a BOCES program
  • 900 hours or completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations, and maintenance, plumbing from an accredited technical school or technology college

Preferred Qualifications

Valid NYS drivers license. Experience in a hospital/healthcare setting.

Anticipated Pay Range

The salary range or hiring range for this position is $56,506 per year. The above salary range represents SBUHs good faith and reasonable estimate of the range of possible compensation at the time of posting. The specific salary offer will be based on the candidates validated years of comparable experience. Any efforts to inflate or misrepresent experience are grounds for disqualification from the application process or termination of employment if hired.
