The Position
The Modesto Police Department is seeking a detail-oriented, organized, and highly responsible individual to join our team as a Police Evidence and Property Technician. This critical role supports law enforcement operations by ensuring accurate collection, documentation, handling and storage.
The Police Evidence and Property Technician perform administrative and technical duties associated with the acceptance, storage, control and disposal of police evidence and property; to protect the integrity of evidence throughout the judicial process; and to ensure compliance with all State and local laws regarding the storage and disposition of property and evidence.
Salary Incentives:
2.5% Education Incentive (bachelors degree)
5% Education Incentive (masters degree)

Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Receive and process evidence and property, make accurate computer entries, bar-code and process items for proper storage.
Use a variety of computer systems, resource materials, and knowledge of laws to conduct research on stolen property, to identify the disposition on cases, to find the identity and addresses of victims and suspects, and to determine the disposition of evidence in accordance with law.
Search CLETS on serialized firearms and send out proper notifications to property owners; store firearms following appropriate procedures; prepare Notice Of Destruction notices for newspaper publication of unclaimed firearms and prepare items for destruction trips to the burn plant in compliance with department regulations and state laws.
Assist officers and the public at front counter and over the telephone by providing and/or returning evidence; photograph items as necessary before being released to owners or Police Officers.
Maintain records of evidence tracking to insure the integrity of the evidence for courtroom use in prosecution of offenders; testify in court regarding handling and chain-of-custody of evidence.
Collaborate with management and supervisors to develop, maintain, and modify inventory and audit procedures to ensure the security of the police evidence facility.
Receive laboratory samples, log in accordance with the evidence tracking procedures, and take or send to the appropriate laboratory for testing; store in accordance with recommended legal guidelines.
Handle, package, transport and dispose of hazardous materials such as medical/biological waste, illegal drugs, computers or pharmaceuticals; handle, package and store bio-hazards such as: blood, semen, urine, or clothing covered in such hazards; handle, package, store and dispose of large quantities of marijuana and marijuana plants which may contain pathogenic mold according to all safety procedures.
Maintain computer records or files on all evidence that shows how and when it came into the facility, left the facility, returned to the facility or its final disposition.
Issue equipment to officers and maintain stock of regularly issued equipment; stock and store ammunition for use by the department.
Prepare a variety of paperwork and correspondence used in the tracking and control of firearms work sheets and logs for controlled tracking.
Prepare Court Affidavits for destruction of drugs and process through the Superior Court Judge and Court Recorder.
Inventory, audit and prepare auction lists on property being sold by private vendor as unclaimed.
Inventory and audit weekly deposits of money; prepare logs, transport and deposit monies through the City Finance Department.
Prepare Evidence Deficiency Notices, copy, distribute and track whether the problems are corrected.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Minimum Qualifications
Knowledge of:
Basic techniques for effectively maintaining a warehouse environment.
Basic techniques and practices of chain of custody rules used in law enforcement property and evidence processing, storage, and disposition.
Accepted law enforcement procedures, operations and regulations.
Principles and practices of work safety.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Learn to effectively process, handle, store and dispose of evidence, property and police property/supplies
Learn to interpret and apply Federal, State and local policies, procedures, laws and regulations.
Learn to understand, access and accurately interpret information from various computer systems such as: CLETS, CAPIS, DA Filing Computer System, DOJ, CAD and Probation.
Work independently or as a member of a team to accomplish a variety of tasks.
Take photographs and maintain accurate records and logs.
Preserve confidentiality of sensitive materials.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate effectively, both orally and in writing.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
One year of related experience in stores keeping, materials management, or warehousing. Prior experience in a law enforcement agency is highly desirable.
Training:
High School diploma or GED equivalency. Additional course work or training in forensic science or crime scene investigation is desirable.
License or Certificate:
Possession of, or ability to obtain, a valid, appropriate California drivers license.
Physical and Mental Requirements
Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 50 pounds; occasionally up to 75 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise and chemicals, firearms, controlled substances and biologically contaminated substances.
WORKING CONDITIONS
Depending on assignment, work is performed in a typical temperature controlled office environment subject to typical office noise and environment or outside with exposure to a variety of climates, dust, traffic, and hazardous situations. Some positions may be assigned to remote locations of varying temperatures. Positions may require occasional overtime or weekend work and travel is rare.

PUBLIC EMPLOYEES RETIREMENT SYSTEM: CalPERS enrollment in either the 2% @ 60 or the 2% @ 62 formula is dependent on eligibility, as per AB 340. Employee pays the full member contribution. Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86).
HOLIDAYS: 12 paid holidays per year plus 8 hours of holiday credit.
VACATION: Accrual normally begins at a rate of two weeks per year, with incremental increases to five weeks at 21 years of service. Employees may accumulate up to twice their annual accrual.
SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees may accumulate up to 2,100 hours.
LONGEVITY PAY: Two and a half percent (2.5%) at 10 years of service
EDUCATION INCENTIVE PAY: Two and a half percent (2.5%) for possesion of a Bachelors Degree and five percent (5%) for possesion of a Masters Degree.
SPECIAL ASSGINMENT PAY: Five percent (5%) for being on a Special Assignment
MEDICAL INSURANCE: Health, dental and vision coverage is provided. The Citys monthly contribution to health, dental and vision benefits is based on a three-tier system as follows:

The employee pays the balance. An employee who opts out of health coverage receives the amount noted above minus dental and vision premium on their paycheck and treated as taxable income. Dental and vision coverage continuation is available upon retirement.
LIFE INSURANCE Provided in the amount of $20,000 by the City. Supplemental coverage is available at employee cost.
LONG TERM DISABILITY INSURANCE Coverage is provided by the City, at City cost. This benefit pays 66 2/3% of the first $9,000 per month in salary.
DEFERRED COMPENSATION: With a matching contribution by the employee, the City will contribute 1% of salary, (increasing to 2% after 15 years of service) to a voluntary 457 Plan.
RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,880 initial deposit provided upon completion of a two (2) year vesting period. After initial contribution, the City shall contribute $120 per month.
UNIFORM ALLOWANCE: Depending upon assignment - Uniform allowance of $70 to $125 per month.
EMPLOYEE ASSISTANCE PROGRAM: Available to employees and dependents. Plan provides up to 3 counseling visits per incident, at City expense.
BILINGUAL INCENTIVE LEAVE: Employees who pass the review panel and are needed in this capacity by the department shall receive $50.00 (fifty dollars) per pay period.
SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premium and dependent care costs.
